HD. CITY ATTY. RECOMMENDED ACTION: 1. City Council hold a public hearing regarding the proposed use of Department of Justice Local Law Enforcement Block Grant funds. 2. City Council adopt Resolution No. 2002-322 accepting the Block Grant funds and appropriating the funds to support various police department functions. ITEM EXPLANATION: The City of Carlsbad's application for funding under the US Department of Justice Assistance Fiscal Year 2002 Local Law Enforcement Block Grants Program was approved in the amount of $51,354. These one-time funds can be used only to enhance, not replace, law enforcement budgets and must be spent within two years from the receipt of the grant. The federal funds may not exceed 90 percent of the total program costs. The City must provide at least 10 percent of the total program cost in cash. It is recommended that these matching funds come from the police asset forfeiture fund. In addition, any interest earned must be added to the project and spent for project purposes. With a block grant award of $51,354, the cash match must be $5,706; estimated interest is $3,000 for a total program-funding amount of $59,960 for eligible projects/programs. The police department is requesting that the following appropriations be made: bullet trap system for police shooting range ($27,000); North County Drug Court support for the treatment of non-violent drug offenders ($15,000); officer training for new computer-aided dispatch and other computer systems ($15,000); plus an additional $3,000 estimated interest earned for miscellaneous related expenses for these programs. These proposed expenditures comply with the requirements of the grant. As required by the regulations for the funding, an advisory committee must make recommendations to the City Council on the projects proposed for funding under the subject block grant. The Carlsbad Advisory Board met on October 15, 2002, and recornmended City Council approval of staffs proposed expenditures. A public hearing must be held regarding the proposed use of the funds and must be held prior to the obligation of the funds. Staff is recommending that the City Council accept public testimony on the proposed expenditures as explained above. If the proposed expenditures are acceptable, staff then recommends that the City Council approve the attached resolution accepting the funding and appropriating funds to the projects noted above. FISCAL IMPACT: The total program cost is $59,960; $51,354 would come from the block grant award. The required cash match of $5,706 would be appropriated from the police asset forfeiture fund. An additional $3,000 is estimated for interest earned. EXHIBITS: 1.
