of the city of Carlsbad.
rescue responses and authorize and direct the Fire Chief to execute said agreement for and on behalf
ITEM EXPLANATION:
San Diego County is divided into several geographical zones for organizing fire suppression and rescue
resources. Carlsbad is in the North Regional Zone, which is comprised of the following agencies: Camp
Pendleton, Carlsbad, Del Mar, Elfin Forest, Encinitas, Escondido, North County (Fallbrook and Rainbow), Oceanside, Rancho Santa Fe, San Marcos, Solana Beach and Vista.
This agreement authorizes the Carlsbad Fire Department to provide automatic aid outside our normal
service area to the above parties to this agreement for fire, medical and rescue services, and
establishes the general procedures to implement this agreement. It also authorizes the fire chiefs of
each agency to cooperatively develop an operational plan that includes response patterns and
procedures for implementing automatic aid. The only significant change to this master agreement, over
an existing agreement that was adopted in 1995, is the provision of emergency medical responses to
the existing fire and rescue responses.
This agreement for automatic aid benefits fire agencies by allowing the closest fire engine, rescue unit
or ambulance to respond to incidents without regard to jurisdictional boundaries, thereby improving
response times when a jurisdiction's primary unit is on another incident or when a city's emergency
resources are not sufficient to handle a significant incident.
FISCAL IMPACT:
There is an unknown cost of providing emergency services in another jurisdictions service area.
each jurisdiction is responsible for their own costs associated with providing services in another
However, as all jurisdictions to this agreement agree to provide automatic aid in a reciprocal fashion,
jurisdictions area. Therefore, charges will not be assessed by one agency on another for providing
emergency services covered by this agreement. In addition, all parties agree to indemnify the other
parties so that each party bears the responsibility and cost of its own negligence.
