RECOMMENDED ACTION:
Adopt Resolution No. 2002-336 amending the FY 02-03 budget to add a division chief position in the
Fire Department in anticipation of eliminating one division chief position through attrition in the future.
ITEM EXPLANATION:
Currently, the Fire Department has only one authorized division chief position that oversees Emergency
Operations and performs miscellaneous duties as assigned.
In the near future, the Fire Department anticipates several projects that will take a considerable amount
of the Division Chief's time to accomplish. These include the site, design and relocation of Fire Station
6, the need to conduct an emergency response time study related to the impacts of future growth in the
dispatch provider. In addition, there is the potential for several experienced chief officers (including the
city, and the implementation of a new Computer Aided Dispatch system or the transition to a new fire
current division chief) to retire within the next few years.
In order to meet these demands and provide for a coordinated succession planning process, the Fire
eliminating one of the division chief positions through attrition in the future. This will allow the current
Department requests that an additional division chief position be added now in anticipation of
division chief to concentrate on special projects and provide the opportunity for him to mentor the new
division chief.
FISCAL IMPACT
The Division Chief position falls within Range 7 of the Management Compensation Plan, with a salary
range of $90,100 to $128,800. Including benefits, the total annual compensation for the position (mid
market range) is estimated to be $134,000. It is anticipated this position could be filled in January of
2003, resulting in cost to the Fire Department of $67,000 in FY 02-03. Funding is available within the
Fire Department's budget to pay for this position and therefore no additional appropriations are
required.

RESOLUTION NO. 2002-336
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, TO AMEND THE BUDGET TO ADD A DIVISION CHIEF
POSITION TO THE FIRE DEPARTMENT
WHEREAS, the Fire Department has evaluated its personnel needs for one-time special
projects and succession planning at the division chief level; and

WHEREAS, it is desirable for the Fire Department to accomplish certain projects in the

near future while still maintaining adequate emergency operations oversight; and

WHEREAS, in anticipation of future chief officer retirements and in order to address the
Fire Department's special project needs in a timely manner, it would be prudent to add one
division chief position to the Fire Department now, which will be eliminated through attrition in
the future.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,

1. That the above recitations are true and correct.
2. That the City Council hereby amends the FY 02-03 budget to add one additional
division chief position in the Fire Department.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council, held on this 19th day of NOVEMBER , 2002, by the following vote, to wit:
