APPOINTMENTS TO COMMUNITY DEVELOPMENT BLOCK
GRANT/HOME INVESTMENT PARTNERSHIP FUNDING
ADVISORY COMMITTEE

RECOMMENDED ACTION:
Adopt Resolution No. 2002-357 appointing members to the City’s Community Development Block
GranVHOME Investment Partnership Funding Advisory Committee.
ITEM EXPLANATION:
The City receives federal funds to assist lower income families and individuals through the Community
Development Block Grant (CDBG) and HOME Investment Partnership (HOME) Programs. The Citizen
Participation Plan required for Carlsbad’s CDBG/HOME Program specifies the formation of a seven member
Funding Advisory Committee to make recommendations regarding funding allocations to the City Council.
The Citizen Participation Plan further specifies that the City Council appoint seven members to the
Committee with the following representation: one Housing Commissioner, one Planning Commissioner, one
Senior Commissioner, and four citizens-at-large, one from each quadrant of the City.
The City Council appointed the following Committee Members for two-year terms on January 15, 2002:
Planning Commission Julie Baker
Housing Commission Renee Huston
Northwest Quadrant Norine Sigafoose
Northeast Quadrant Ewell “Tex” O’Bryan
Southwest Quadrant Dick Erhardt
Peggy Savary has completed her two-year term as the representative from the Southeast Quadrant, and
George Weber has completed his two-year term as the representative from the Senior Commission. The
Mayor has received the following recommendations for appointment to the Committee:
Senior Commission Arthur Wood
Southeast Quadrant Liz Paegel
Staff recommends that Council adopt the attached Resolution reaffirming the appointment of the
previously appointed Committee Members noted above, and appointing Arthur Wood and Liz Paegel to
the Committee for two-year terms.
FISCAL IMPACT:
No fiscal impact to City funds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPOINTING MEMBERS TO THE CITY OF CARLSBAD'S
COMMUNITY DEVELOPMENT BLOCK GRANT/HOME INVESTMENT
PARTNERSHIP FUNDING ADVISORY COMMITTEE FOR PROGRAM YEAR
2003-2004.
WHEREAS, the Citizen Participation Plan for Carlsbad's Community Development Block Grant
(CDBG) Program specifies the formation of a seven member citizen advisory committee to make
recommendations regarding CDBG funding allocations to the City Council; and
WHEREAS, the Citizen Participation Plan further specifies that' the City Council shall appoint
seven members to the CDBG Funding Advisory Committee with the following representation: one Housing
Commissioner, one Planning Commissioner, one Senior Commissioner, and four citizens-at-large (one from
zach City Quadrant); and
WHEREAS, the City Council appointed Julie Baker, Dick Erhardt, Renee Huston, Ewe11 O'Bryan
and Norine Sigafoose to the Advisory Committee for two-year terms on January 15, 2002, and all other
4dvisory Committee Members from the 2002-2003 Program Year have completed their two-year terms.
NOW, THEREFORE, BE IT RESOLVED as follows:
1. That the above recitations are true and correct.

2. That the Mayor, subject to the majority concurrence of the City Council pursuant to CMC
Section 2.06.070, appoints the following members to the Advisory Committee for two year terms:
Senior Commission Representative Arthur Wood
Southeast Quadrant Representative Liz Paegel
PASSED, APPROVED AND ADOPTED at a regular meeting of the City Council of the City of
Carlsbad, California, held on the 10th day of December 2002, by the
following vote, to wit:
