PLN SCCAT UPDATE ON CAULERPA TAXlFOLlA ERADICATION AT AGUA HEDIONDA LAGOON DEPT. HD. CITY ATTY. CITY ca RECOMMENDED ACTION: That the City Council ACCEPT the update and presentation by SCCAT. ITEM EXPLANATION: In June 2002, the City Council approved an Interim Management Plan for Agua Hedionda Lagoon so that Caulerpa taxifolia eradication could continue with recreational boat use occurring in the Lagoon. The terms of the Management Plan require that the Southern California Caulerpa Action Team (SCCAT) provide the City Council with an update on its adequacy and effectiveness by the end of January 2003. This presentation by SCCAT will satisfy that condition. The SCCAT presentation will include an update of the most recent surveys performed, implications of related laboratory tests, a report on the effectiveness of the Interim Plan, and recommendations for certain changes, and continued use of the Plan for another one-year period. Prior to this Council presentation, SCCAT conducted a Community Outreach meeting at the Faraday Center, co-hosted by the City. The outreach meeting occurred on November 13, 2002, from 6-8 p.m. with about 50 citizens/lagoon users in attendance. Fax 760-438-2443 Caulerpa taxijolia ERADICATION PROGRAM UPDATE December 2002 Cnulerpa tnxifolin ERADICATION EFFORTS FUNDING UPDATE 2002 When Caulerpa was first discovered in 2000, Cabrillo Power and various government agencies contributed funding for the eradication efforts. The eradication efforts are costly and average $1.1 million per year. These initial funding sources were mostly exhausted by the end of 2001. As a result, the Agua Hedionda Lagoon Foundation (AHLF) applied to various state and federal grants for what is now called the Agua Hedionda Lagoon Caulerpu tuxifilia Eradication Program. Cabrillo Power generously provided the support and funding necessary for the AHLF to prepare the grant applications. To date, the AHLF has applied for 7 grants and has been successful in securing funding from 4 of the grants to date. The 2 most recent grant applications are still pending. Out of the approved grants, AHLF has had an 80% success rate in obtaining funding for this eradication program. The grant monies will be applied towards surveillance/detection/eradication and monitoring of Caulerpa in the Lagoon, treatment, public outreach and education, and grant administration. Cuulerpu has not been found in the west or central basins of the lagoon during this eradication effort Spring 2002 Update During the Spring 2002 survey of the entire lagoon, four small patches of Cauler a taxijolia were found by divers totaling an area of 5.8 E9 at the locations indicated above. Cumulative distribution of Cuulerpa (new finds in red) with 150 ft. buffers drawn around all known finds. This buffered area is considered the "infestation area". Newly discovered small patches are typically associated with previously identified core patches and fall within these
