RECOMMENDED ACTION:
Adopt Resolution No. 2002-363 to allocate funding in the amount of $25,000 to the Carlsbad
Village Business Association.
ITEM EXPLANATION:
On September 24, 2002, the City Council was presented a request from the Carlsbad Village
Business Association (CVBA) for a grant of $25,000 to increase the hours of part-time staff to full
time, in order to enhance the organization and administration of special events in the Village and to
improve advertising efforts for Village businesses. No decision was made at this meeting, as the full
City Council was not present, and the item was continued to a future Council meeting.
On November 19, 2002, the City Council approved funding for the 2002-03 Community Activity
Grants. During the discussion of this item, the City Council addressed the CVBA request and directed
staff to bring back an item to transfer $25,000 from the General Fund contingency account to the
Community Activity Grant fund. This will be a one-time transfer to fund the request as detailed in
Exhibit B.
The CVBA will be required to comply with the Community Activity Grant reporting requirements that
require them to report back within a year on how the money was spent and what the program
accomplished. In addition, the CVBA will be required to compete for Community Activity Grant
funding in future years.
FISCAL IMPACT:
The recommended action will transfer $25,000 from the General Fund contingency account to the
Community Activity Grant fund to fund the CVBA's request. Currently, approximately $2.3 million is
available in the General Fund contingency account.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF CARLSBAD, CALIFORNIA,
TRANSFERRING $25,000 FROM THE GENERAL FUND
TO THE COMMUNITY ACTIVITY GRANT FUND
TO FUND THE
CARLSBAD VILLAGE BUSINESS ASSOCIATION
WHEREAS, the City Council of the City of Carlsbad, California, provides an
opportunity for citizens and organizations to submit requests during the City’s budget process
for consideration; and
WHEREAS, the Carlsbad Village Business Association submitted a request for
$25,000; and
WHEREAS, the Community Activity Grant funds are used to fund grant requests
from organizations;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That $25,000 be transferred from the General Fund contingency account to the
Community Activity Grant fund.

The CVBA is requesting support from the City of Carlsbad in the amount of $25,000.
These funds will not supplant any that are currently being allocated to existing
purposes and programs, however they will be dedicated to enhancing and expanding
the reach and impact of some of the current activities now being completed by the
CVBA. The allocation of these funds would be to the three major categories,
1.0 Personnel Support $ 7,500
2.0 Special Events Enhancement and Development $7,500
3.0 Advertisement and Vie Presentation $10,000
A grant from the City of Carisbad would be utilized for the specified activities as
identified in'the following Budget Jdlcation.
