AWARD CONTRACT TO FURNISH AND INSTALL A
NEW ROOF AT SENIOR CENTER I

RECOMMENDED ACTION:
Adopt Resolution No. 2003-002 accepting the bid of $168,000 and awarding the contract
to Southern California Roofing to furnish and install a new roof at the Senior Center -
Contract No. FACO3-05.
ITEM EXPLANATION:
The City established a roof rehabilitation program several years ago to systematically replace
roofs before they failed. The Senior Center, which was constructed in 1987, is now due to
have its roof replaced. The roof has leaked and has been repaired in recent storms.
Replacement of the roof will protect the structure and the equipment inside and will eliminate
inconvenience to the occupants. Under the City’s new preventive maintenance program, the
new roof can be expected to last twenty years.

On September 24, 2002, City Council approved contract documents and special provisions,
opened, witnessed and recorded on November 25, 2002. The bids were reviewed by the
staff of Purchasing and the General Services of Public Works and were as follows:

Southern California Roofing submitted the lowest bid. Therefore, staff recommends the
contract be awarded to Southern California Roofing, the lowest responsive bidder, in the
amount of $168,000. Staff‘s estimated cost for this project is $240,000. The contractor’s
on file in the General Services of Public Works office. registration and bonds are in order and references are satisfactory. Contract documents are
ENVIRONMENTAL REVIEW:
This project has been determined to be exempt from environmental review per CEQA- Class
1 (c), Minor alteration of existing facility.
FISCAL IMPACT:
The total project cost is estimated at $193,200, including contingency funds. Sufficient
lnfrasturcture Replacement funds have been appropriated in the City’s C.I.P. Program
budget to complete this project. The Carlsbad School Unified District will be billed for their
portion (28%) of the roof infrastructure replacement costs when the work is completed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING. BIDS AND AUTHORIZING
AND INSTALL A NEW ROOF AT THE SENIOR CENTER
THE EXECUTION OF CONTRACT NO. FACO3-05 TO FURNISH
WHEREAS, bids have been received by the City of Carlsbad, California to furnish and
install a new roof at the Senior Center;
WHEREAS, the lowest responsive bid received was submitted by Southern California
Roofing in the amount of $1 68,000; and,
WHEREAS, the total cost of this project is $193,200 including contingency funds; and
WHEREAS, sufficient Infrastructure Replacement funds are available in the Capital
Improvement Program budget.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad as
follows:
1. That the above recitations are true and correct.
2. The bid of $166,000 by Southern California Roofing to furnish and install a new roof
at the Senior Center, and a contingency account of $25,200 is hereby accepted.
3. That the Mayor of the City of Carlsbad is hereby authorized and directed to execute
a contract for and on behalf of the City of Carlsbad.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City
Council held on the 14th day of JANUARY , zoo3 by the following vote, to wit:
