RECOMMENDED ACTION:
ADOPT City Council Resolution No./ approving an appropriation of $19,750 from
the Housing Trust Fund to provide financial assistance for the Green Oak Ranch Winter
Homeless Shelter in Vista, and authorizing the City Manager to forward the contribution
to the General Director of the Ranch.
ITEM EXPLANATION:
On November 28, 2002, the Green Oak Ranch (the “Ranch”) in Vista began operation
of a comprehensive winter shelter for homeless families and at-risk individuals.
Although the Ranch has the capacity to provide for a maximum of 267 beds total within
24 existing cabins, it is anticipated that the Ranch will serve a maximum of
approximately 100 homeless persons this winter. In addition to the sleeping quarters,
the Ranch provides restroom and shower facilities as well as food service in a dining
hall.
The Ranch has agreed to provide the winter shelter for the homeless in North County
from November 28, 2002 to April 12, 2003. This represents a total of 136 dayshights of
food, shelter and case management. Each homeless family or individual must agree to
participate in a structured program with goals. As of December 27, 2002, the Ranch is
providing services to a total of 36 homeless adults and children. This total represents
10 families and 2 single women - one of which is pregnant. There are 13 adults and 21
children within the current population being served at the Ranch. The children are all in
school and 5 of the adults have found jobs.
For budgeting purposes, the Ranch has estimated that it will cost approximately $35 per
person, per dayhight to provide shelter, food and case management for the homeless
families and individuals. With an assumption of 36 persons for 136 dayshights and an
additional 64 persons for 100 days maximum, the total cost for operations of the
homeless shelter at the Ranch for 2002-2003 is estimated to be approximately
$395,000. The Ranch has requested funding from each of the North County cities to
assist in the costs associated with the operation of the shelter this winter.
To determine a fair share contribution to the Ranch from the City of Carlsbad, staff
reviewed the history of Carlsbad homeless and their participation in a regional winter
shelter. For the 8 years that Vista hosted a regional winter shelter, the average
participation by Carlsbad homeless was 5% of the total homeless persons served at the
shelter. Therefore, at this time, staff is recommending a contribution from Carlsbad of
5% of the total cost for operating the Ranch as a winter shelter from November 28, 2002
to April 12, 2003. This would mean that Carlsbads contribution to the Ranch would be
$1 9,750 based on the above noted estimated cost of operations.
2003-008
The attached resolution will authorize the appropriation of $19,750 from the City’s
Housing Trust Fund to the Ranch Winter Shelter, and authorize the City Manager to
immediately forward the contribution to the Ranch for support of the shelter operations.
FISCAL IMPACT:
A total undesignated balance of approximately $2.9 million currently exists in the
Housing Trust Fund. Appropriation of a $19,750 financial contribution for the operation
of the 2002/03 Green Oak Ranch Winter Shelter for the Homeless will not substantially
impact the fund balance.
EXHIBITS:
1. Resolution No. 2003-00* appropriating a $1 9,750 financial contribution for the
operation of the Green Oaks Ranch Cold Weather Winter Shelter for the
Homeless, and authorizing the City Manager to immediately forward the
contribution to the General Director of the Ranch.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROPRIATING $19,750 FROM THE HOUSING TRUST FUND FOR
RANCH WINTER HOMELESS SHELTER, AND AUTHORIZING THE CITY
MANAGER TO FORWARD THE APPROPRIATION TO GREEN OAK RANCH.
WHEREAS, the City of Carlsbad desires to cooperate with other local agencies to
.ddress the shelter needs of homeless persons and families in the North County region of San
liego; and,
FINANCIAL ASSISTANCE FOR OPERATION OF THE 2002-2003 GREEN OAK
WHEREAS, the General Director of the Green Oak Ranch in Vista has requested
lssistance from the City of Carlsbad in funding their program to provide for a Winter Shelter for
he Homeless in 2002-2003; and,
WHEREAS, it is estimated that the Green Oak Ranch Winter Homeless Shelter will
.ccommodate up to approximately 100 homeless persons this winter at a maximum cost of
i395,OOO; and,
WHEREAS, it is estimated that approximately five percent of the total persons served at
he Green Oaks Ranch Winter Homeless Shelter will originate from Carlsbad.
NOW, THEREFORE BE IT RESOLVED as follows:
1. That the above recitations are true and correct.
2. That the City Council hereby appropriates $19,750 from the Housing Trust Fund as a
financial contribution for the operations of the 2002-2003 Green Oak Ranch Winter
Homeless Shelter in Vista and authorizes the City Manager to forward the contribution
to the General Director of the Green Oak Ranch.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad,
