Adopt Resolution No. to revise the classification descriptions of Community Arts
Coordinator and Community Volunteer Coordinator to Community Coordinator, reclassify
the Public Information Officer to City Communications Manager, add a new Associate
Analyst classification, and amend the Management Salary Schedule and Conflict of Interest
Code.

ITEM EXPLANATION:
COMMUNITY COORDINATOR
Over the past several years it has become increasingly important to have flexible
classifications capable of representing more than one program or function as well as
providing for the future variety of needs of the City. The classification of Community Arts
Coordinator was developed to represent a position specifically responsible for coordination
of Community Arts programs. The existing classification has been revised to broaden the
scope and utilization of this classification and represent a more generic listing of duties and
responsibilities. This in no way diminishes the unique nature of positions classified under
this title. Similar to other classifications, e.g. Management Analyst or Public Works
Supervisor, the department will continue to internally recognize the specific position
function via business cards, external collateral or marketing materials with the title
Community Arts Coordinator.
The addition of the Community Coordinator classification provides the opportunity to
include and represent the duties and responsibilities of the recently approved Community
Volunteer Coordinator position. A classification and compensation study was conducted
to understand and analyze the standards and practices of volunteer coordination in public
agencies where an emphasis is placed on community enrichment and public outreach. The
focus of this position will be integrating the City’s increasing demand for volunteer
services by aligning various community programs such as the Citizens Academy, targeted
outreach and recruiting in the community.
Staffs recommendation is to classify the Community Volunteer Coordinator to the revised
Community Coordinator classification. Based on a compensation study of comparable
positions, staff is recommending the salary of $43,500 - $59,800, or Grade 1 in the
Management Salary Schedule.
The classification description, Community Coordinator (Exhibit 2), is submitted for the
Council’s review. These positions will be “at-will” management positions under the
miscellaneous CalPERS retirement system.
CITY COMMUNICATIONS MANAGER
Staff also recommends that the Public Information Officer be reclassified to City
Communications Manager. Over the past two years the need for a strategic communication
plan that will enhance overall communications across the City has been identified. The
City Communications Manager position is not intended to perform the day to day work of
creating press releases or writing memos, but to oversee the effective implementation and
oversight of all mediums of City communication, including the use of Cable TV, and the
information conveyed through the website. The City Communications Manager will
oversee the overall efforts of the recently approved Video Production Manager. The City
Communications Manager will design and implement a strategic communication plan
dedicated to enhance the quality of communication throughout the City of Carlsbad. The
position will work and consult closely with managers throughout the City, the Leadership
Team and City Council to ensure that communication efforts are aligned with the City’s
mission, vision and values. The City Communications Manager will be utilized as a
resource to train, mentor and provide assistance to develop communication skills with
individual managers, and throughout the organization. Based on a compensation study,
staff recommends that this position be leveled at Salary Grade 6 of the Management
Compensation Plan.
The classification description, City Communications Manager (Exhibit 3), is submitted for
the Council’s review. This position will be an “at-will” management position under the
miscellaneous CalPERS retirement system.
ASSOCIATE ANALYST
Lastly, staff has coordinated internal classification studies on the Management Analyst and
Senior Management Analyst classifications. Historically it has been challenging to easily
articulate the differences in the classifications, and to apply standards to the broad
spectrum of work performed under this job title. Human Resources has determined that it
is important to provide a user-tiiendly system and tools for managers that are not a barrier
to changing organizational design, roles and responsibilities.
Staff recommends a Job Family that establishes a broad range of roles and responsibilities.
The Job Family would be divided into four levels of progressively complex knowledge,
skills and abilities. Employees are leveled into one of the four areas based on business
need and their knowledge, skill and ability to perform their responsibilities rather than
differentiating the classifications through a body of work. This system supports flexibility
in work and job design, a quality much needed in our classification system and structure.
Three of the four distinctive levels of Management Analyst already exist: Management
Assistant, Management Analyst and Senior Management Analyst. Staff recommends that
the Associate Analyst level be added to complete the Job Family. Utilizing this Job Family
a

will create a “career path”, bring the existing, entry level, Management Assistant
classification into the Management Analyst Job Family, and relieve compression by
adding the more junior Associate Analyst position.
Staff recommends adding the Associate Analyst to the Management Salary Schedule at
Level 2, aligned with the positional progression indicated on the Knowledge, Skills and
Abilities Matrix (Exhibit 4). This recommendation is prospective and will not impact or
change any of the current incumbents.
The roles and responsibilities, Management Analyst Job Family (Exhibit 5), is submitted
for the Council’s review. The Knowledge, Skills and Abilities Matrix, (Exhibit 4) is
included for Council review but is not intended to be part of the job description. The
Associate Analyst position will be an “at-will” management position under the
miscellaneous CalPERS retirement system.
It is also recommended that the Conflict of Interest Code be amended to reflect the above
changes.
FISCAL IMPACT:
There is no fiscal impact to reclassify the Community Arts Coordinator to Community
Coordinator. The salary and benefits for the Community Volunteer Coordinator are
approved and allocated to the current budget for FY 02-03.
The proposed City Communications Manager position requires approximately $15,000 in
additional funding. The additional amount will be funded within the department’s current
budget for FY 02-03.
The implementation of an Associate Analyst will create a potential savings of $5000 for
each Associate Analyst hired.

RESPECTFULLY.
WHEREAS, it is recommended that the new management classifications of
Community Coordinator, City Communications Manager and Associate Analyst are
established to recognize the need for flexible management classifications and enhanced
City communications; and,
WHEREAS, the data represented by the classification studies warrants the initiation
of the management positions Community Coordinator, City Communications Manager and
Associate Analyst to meet the requirements of a new flexible management classification
and the City's communication plan; and utilize existing funding allocated FY 02-03.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of

BASIC FUNCTION:
Under functional direction, to perform professional, technical and administrative work
relating to the coordination of community programs, outreach and enrichment.
DISTINGUISHING CHARACTERISTICS:
Administration of community programs, outreach and enrichment; includes but is not
limited to coordination and administration of special events, grant writing, community
outreach, cultural and community enrichment and volunteer programs as well as other
related work as required.
KEY RESPONSIBILITIES:
Assist in the development of goals, objectives, recognition, policies, planning and
priorities for community or City programs, outreach and enrichment.
Conduct strategic recruiting, marketing, public outreach and training to support
community or City programs, outreach and enrichment.
Assist in budget preparation, analysis and administration by collecting data necessary to

This is a single incumbent position with a wide scope of responsibilities to manage development
of a City-wide communications effort. To encourage positive customer contact, and ensure
consistent, credible, and professional communications are continuously developed within the
City. This position will report to the Assistant City Manager.
KEY RESPONSIBILITIES:
Design and coordinate the City’s strategic communications plan.
Plan and coordinate the City’s strategic communications efforts, including but not limited to
internal and external communications, public presentations, and council meetings.
Establish training resources designed to support the communications plan.
Facilitate the preparation and dissemination of news releases regarding City events, services and
regulations in conjunction with City departments, coordinate media conferences, and arrange
media coverage for City special events.
Critique and benchmark the development of City communications, which include establishing a
theme, working with related departments and mentoring employees and managers in the area of

Oversee and develop the production and distribution of a variety of information and marketing
materials, such as, the Mayor’s Annual State of the City video, internal and external newsletters,

Management Analysts are professional level, individual contributors, who use their underlying skills in
administration, research, analysis, project and program management in a wide variety of areas through out the City
organization. The job level of a Management Analyst (as described by the attached Knowledge, Skills and Abilities
matrix) is determined by two factors. The first is “business need” to have a job performed at a certain level, as
defined by the specific responsibilities designed into the role, and how the organization is structured. The second is
