Processing of Disaster Claims
DEPT. HD. TITLE: Appointment of Agents to Represent City in
RECOMMENDED ACTION:
That the City Council adopt Resolution No. 2003-015 authorizing appointments of agents to
represent the city in processing of disaster claims.
ITEM EXPLANATION:
This item authorizes the city of Carlsbad Finance Director, Financial Manager and Fire Division
Chief to act as the Agents of the City in matters relating to federal and state compensation for
losses incurred by the City during local emergencies.
The Governor's Office of Emergency Services (OES) has implemented revisions to existing
public assistance documentation requirements. The forms are no longer disaster specific. In
the case of the designation of agents to represent the City, the form (OES 130) can be filed with
OES for use in future local emergencies.
The new form designates positions rather than individuals. As individuals assigned to a
designated position change, an update letter may be sent to OES rather than a new resolution.

RESOLUTION NO. 2003-01 5
A RESOLUTION OF THE CITY COUNCIL OF THE CtTY OF CARLSBAD, CALIFORNIA,
APPOINTING AGENTS TO ACT ON BEHALF OF THE CITY IN MATTERS RELATING
TO LOCAL EMERGENCIES
WHEREAS, the City is likely to incur losses in the form of property damage during various
local emergencies; and
WHEREAS, under the provisions of the Robert T. Stafford Disaster and Emergency
Assistance Act of 1988, the city of Carlsbad is entitled to reimbursement for certain losses; and
WHEREAS, the city of Carlsbad must appoint agents to represent the interests of the City in
matters relating to claims and reimbursement for those losses.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the city of Carlsbad,
California as follows:
1. That the above recitations are true and correct.
2. The City Council of the city of Carlsbad, California, hereby authorizes the Administrative
Services Director, the Finance Director, and the Fire Division Chief of the city of Carlsbad, to act as the
agents of the City on all matters pertaining to the processing of claims, disbursements, and agreements
related to local emergencies and to provide to the Governor’s Office of Emergency Services such
information and assurances as may be necessary to complete that processing.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 21st day of Jarlyarv , 2003, by the following vote, to wit:
AYES: Council Members Lewis, Finnila, Kulchin, Hall and Packard.
NOES: None.
ABSENT: None.
