RECOMMENDED ACTION:
Introduce Ordinance No. NS-656 to establish upon Cassia Road a prima facie 35 mile
per hour speed limit from Poinsettia Lane to El Camino Real.
ITEM EXPLANATION:
Cassia Road is unclassified on the Circulation Element of the General Plan. It is a two-lane road
and functions as a collector road. Cassia Road follows a curvilinear alignment and has roadway
grades that vary from 1 .O% to 8.03%. Portions of the road have been completed to its ultimate
width of 40 feet from curb-to-curb, including sidewalks and street lights. Some roadway segments
on the south side of Cassia Road have not been widened to its ultimate width of 40 feet and will be
widened as development occurs. Traffic lanes are separated by a double-yellow centerline stripe.
On-street parallel parking is allowed on most of the roadway. Cassia Road is controlled with
a traffic signal where it intersects El Camino Real. At its intersection with Poinsettia Lane,
drivers negotiate an uncontrolled 90" turn.
Traffic volumes on Cassia Road range from about 2,050 vehicles per day to 4,200 vehicles per
day. Results of a speed survey found the critical speed to be 36 miles per hour.
Sections 22357 and 22358 of the California Vehicle Code authorize local authorities to establish a
prima facie speed limit on the basis of the results of an Engineering and Traffic Survey.
The Engineering and Traffic Survey considers such factors as the number of collisions that have
occurred on the road segment, roadway features, adjacent land uses, driveway locations,
traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight
distance, and conditions that may not be readily apparent to the driver.
At their meeting on December 2, 2002, the Traffic Safety Commission considered the results of the
Engineering and Traffic Survey to establish a prima facie speed limit upon Cassia Road.
The Commission recommended by a 4-0 vote to establish a 35 mile per hour prima facie speed
limit upon Cassia Road from Poinsettia Lane to El Camino Real.
The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic
Engineer.
FISCAL IMPACT:
Installing two speed limit signs upon Cassia Road will cost about $250.

ORDINANCE NO. NS-656
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44,
OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION OF
SECTION 10.44.700 TO ESTABLISH UPON CASSIA ROAD A PRIMA
FACIE 35 MILE PER HOUR SPEED LIMIT FROM POINSETTIA LANE
TO ITS INTERSECTION WITH EL CAMINO REAL.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1 : That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended
by the addition of Section 10.44.700 to read as follows:
"10.44.700 Cassia Road. Upon Cassia Road from Poinsettia Lane
to its intersection with El Camino Real, the prima facie speed limit
shall be thirty-five miles per hour."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
the City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
published at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
(1 5) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
4th day of FEBRUARY ,2003, and thereafter,
