CORRECT APPROPRIATIONS FOR THE COASTAL RAIL TRAIL, PROJECT NO. 3455 CITY ATTY. &
RECOMMENDED ACTION:
Adopt Resolution No. 2003-048 correcting appropriations for the Coastal Rail Trail, Project No. 3455.
ITEM EXPLANATION:
The 2001 -2002 Capital Improvement Program appropriated $1,000,000 in funds for the design phase of the Coastal Rail Trail project. Of the appropriated, $800,000 was identified as federal Transportation Enhancement Activities (TEA)/Congestion Mitigation and Air Quality (CMAQ) funds, and $200,000 as San Diego Region Local Transportation Sales Program (TransNet) Bicycle Program funds. San Die o Association of Governments (SANDAG) has recently revised the total amount and distribution o 7 funds for the Carlsbad portion of the Coastal Rail Trail. The distribution of funds was originally estimated at 80% federal and 20% local match. The actual distribution is 88.53% federal and 11.47% local match. In order to accurately reflect the adjustment, staff recommends that the Council approve the appropriation corrections described below.
ENVIRONMENTAL REVIEW:
On April 17, 2001, the City Council approved a Mitigated Negative Declaration for the project. The Miti ated Ne ative Declaration was prepared in accordance with California Environmental Quality w ct (CEQd guidelines and it covers the project from the San Luis Rey River in Oceanside to the southern boundary of Del Mar. The City of San Diego chose to not be a part of the Mitigated Negative Declaration.
As a result of the federal funding for the project, a National Environmental Protection Act (NEPA) federal environmental document is needed. Caltrans prepared and processed the Categorical Exclusion in conformance with NEPA guidelines. The Federal Highway Administration approved the Categorical Exclusion on August 1, 2001.
FISCAL IMPACT:
A total of $1 million was appropriated in the 2001-02 Capital Improvement Program for the Coastal Rail Trail project for final design based on the ori inal 80% / 20% split ($800,000 to the federal portion of the project; the remaining $200,000 to the 9r ransNet portion).
Based on the June 27, 2001 corres ondence from SANDAG, the actual total appropriation should be $972,000 instead of $1 million [he federal portion $86031 2, the TransNet portion $1 11,488) reflecting the revised allocation.
The table below shows the appropriation chan es needed to correct the revised funding. The federal appropriation will increase $6031 2 and t 9, e TransNet portion will decrease $88,512.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, CORRECTING APPROPRIATIONS
FOR THE COASTAL RAIL TRAIL, PROJECT NO. 3455.
WHEREAS, the City Council of the City of Carlsbad, California, has
determined it necessary and in the public interest to revise appropriations for the Coastal Rail Trail
project, City Project No. 3455 based on recent correspondence from SANDAG; and
WHEREAS, $800,000 in TENCMAQ funds have been appropriated in the 2001 -02 Capital
Improvement Program which appropriation should have been $860,512; and
WHEREAS, $200,000 in TransNet Bicycle Program funds have been appropriated in the
2001-02 Capital Improvement Program which appropriation should have been $1 11,488.
NOW, THEREFORE, BE IT RESOLVED by the .City - Council of the City of Carlsbad,
as follows:
1. That the above recitations are true and correct.
2. That appropriations for the federal portion of the project are increased $60,512 and
appropriations for the TransNet portion are decreased $88,512.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
