RECOMMENDED ACTION:
Hold a public hearing to accept comments on the housing and community development needs of lower
the various proposals that have been submitted for funding under the City of Carlsbad‘s 2003-2004
income households within the City of Carlsbad. In addition, the City Council may accept comments on
Community Development Block Grant/HOME Investment Partnership Program.
ITEM EXPLANATION:
BACKGROUND
Under Title I of the Housing and Community Development Act of 1974, the City of Carlsbad continues to
be eligible to receive funding under the federal Community Development Block Grant (CDBG)
participant in the San Diego Urban County HOME Investment Partnership (HOME) Consortium, the City
Entitlement Program to finance programs that serve the needs of lower income persons. As a
will also receive federal funds to provide affordable housing opportunities for lower income households.
In identifying the needs of lower income persons, federal regulations require that the City Council “hold
at least one public hearing to obtain the views of citizens on the grantee’s (Carlsbad) housing and
community development needs.” An initial public hearing to invite comments on the City’s CBDGlHOME
Program Consolidated Funding Plan Strategy was held on November 12, 2002. This second public
hearing will provide another opportunity to obtain comments on the Consolidated Funding Plan Strategy
(Exhibit 1) and the City’s housing and community development needs. In addition, this hearing will
provide an opportunity for public comment on the specific proposals submitted for funding through the
Carlsbad 2003-2004 CDBGlHOME Program. The City Council will consider approval of the proposals
and funding levels at a future meeting.
FUNDING
The City of Carlsbad is entitled to receive an anticipated new CDBG allocation of $597,000 during fiscal
year 2003-2004. The CDBG Program has $280 available for reallocation that was previously allocated to the canceled single-family home rehabilitation program. The City has also collected $32,860 from lease
payments made by the developer of the Villa Loma affordable housing project, which serves as
“program income” to the CDBG Program. The lease payments will be used in conjunction with new
CDBG funding allocations to repay the Section 108 loan received by the City for the purchase of the Villa
Loma property.
The total amount of CDBG funds currently available for allocation to eligible projects that meet the needs
of lower income persons is $630,140. The total amount of HOME funding available for allocation to eligible projects is anticipated to be approximately $250,522.
PROPOSALS
The City received 23 proposals for use of CDBGlHOME funds from various organizations in response to
a Request for Proposals distributed in November of 2002. The proposals were reviewed and evaluated by the Council-appointed CDBGlHOME Advisory Committee and staff prior to interviewing
representatives from the organizations on January 30th and February 6th. The Committee then met
again on February 20th and developed the funding recommendations outlined in Exhibits 2 and 3.

The chart below summarizes the funding available and the maximum amount that can be allocated in
each expenditure category:
ADVISORY COMMITTEE RECOMMENDATIONS
The Advisory Committee has made the funding recommendations noted in Exhibits 2 and 3 to this
report. The Committee has recommended that all funds available for the Public Facility
Improvements/Other Projects category be allocated to the City’s Housing Reserve Fund for future
affordable housing uses.
Join Hands-Save a Life submitted an application for funds to assist them in completing a youth center that they are developing on Roosevelt Street. HUD officials have determined that the use of funds
proposed by Join Hands is not eligible because they plan to develop the facility with a combination of
volunteers and paid labor. Federal regulations prohibit use of CDBG funds in those cases, and thus HUD views the application for funds to complete the project with CDBG funds as an attempt to
circumvent federal regulations as related to the payment of federal prevailing wages. Therefore, staff
notified Join Hands that their application was not eligible for CDBG funding.
The Boys and Girls Club also applied for funds to provide various improvements to their current facility.
The proposed improvements include; new light switches, trophy case, storage area, marquee, and
scoreboard. The Advisory Committee recommends that no funds be allocated for these uses as they
see the need to provide funds for more affordable housing opportunities as a higher priority than the
improvements requested by the Boys and Girls Club.
It is staff‘s recommendation that the City Council accept public comments on the needs of low income
persons and the proposals submitted for funding under the City’s 2003-2004 CDBG/HOME Program to
meet those needs, and indicate the Council’s intent to make a final selection of projects and funding
allocations at a future meeting.
FISCAL IMPACT:
A total of $880,662 is available for allocation to the City’s 2003-2004 CDBGlHOME Program. The City
Council made a previous decision to use the maximum twenty percent (20%) of the new CDBG

the General Fund.
allocation, or $1 19,400, for administration of the City's CDBG program. The Program has no impact on

STATEMENT OF COMMUNITY DEVELOPMENT OBJECTIVES
The City of Carlsbad Community Development Block Grant (CDBG) funds will be allocated to
facilities which meet the following community development objectives:
organizations, agencies, City Departments, or persons to implement programs or develop/improve public

Provide direct benefit to lower income persons through the provlsion or retention of
affordable housing units in Carlsbad;
Provide shelter or services to homeless or near homeless persons/families which result in
an improved situation through employment, permanent housing, treatment of mental, or
substance abuse problems, etc.; and,
Provide direct assistance to lower income households to prevent or eliminate residential
through residential (rental andlor owner occupied) rehabilitation programs.
Building or Municipal Code violations andlor improve the quality of housing units in Carlsbad
2. SOCIAL SERVICES (GENERAL):
Provide assistance to non-profit public service providers who meet the basic needs of lower

The City of Carlsbad, as a member of the San Diego Urban County HOME Consortium, will allocate its HOME Investment Partnership funds to implement the following activities directly,
through local housing authorities, or for-profit or non-profit organizations:

security deposit assistance programs, and other eligible related costs.
Home Buver Assistance
HOME funds may be used for home buyer assistance programs for lower income persons. Such programs may include, but are not limited to, downpayment and closing
cost assistance, direct loan to the home buyer, interest subsidy to the lender, or "gap"
financing.
AdministrationlPlanning
A portion of HOME funding may be used for eligible HOME administration and planning
costs, including direct administrative and overhead costs, public information, fair
housing, and program development costs.
Fundina Process
The City's portion of HOME funds will be awarded to eligible housing activities
implemented by the City or by for profit or non-profit organizations on behalf of the City.
Staff of the Housing and Redevelopment Department shall evaluate and determine
those eligible housing activities to be considered for funding under the HOME Program
based upon the housing need priorities established in the City's General Plan Housing
Fund Strategy 4 of 5
Element and the Consolidated Plan. Staff will present the recommendations for project
funding to the City Council for consideration and final approval.
Additionally, the Urban County HOME funding program will be implemented through
twice yearly Notices of Funding Availability (NOFA's).
Leveraae
In so far as possible, HOME funds will be leveraged with other public and private
funding sources to enhance program productivity.
Area of Activity
HOME funds may be used for housing activities implemented within the City of Carlsbad.

Notice of Public Hearing
The citizens of Carlsbad and other interested parties are hereby notified that Carlsbad's
City Council will hold a public hearing on Tuesday, March 11, 2003 at 6:OO pm in the
Council Chambers located 1200 Carlsbad Village Drive to accept public comments on
the needs of low and moderate income persons in Carlsbad and discuss projects to be
included in the City's 2003-2004 Community Development Block Grant (CDBG)/HOME
Program. The City has approximately $630,140 available for allocation to eligible
CDBG projects and $250,522 to eligible HOME projects.
The City of Carlsbad is committed to using CDBGlHOME funds to finance
projects/services that provide direct benefit to lower income residents. To develop a
CDBGIHOME program that meets the needs of the low and moderate-income
population, the City of Carlsbad requests assistance from members of the community.
Citizen participation is critical to the success of the Carlsbad CDBG/HOME program.
Therefore, the City invites all community members to consider the needs of lower
income persons within Carlsbad, to attend the public meetings, and to provide
comments on the housing and community development needs of low and moderate-
income persons and the various proposals that have been submitted for funding under
Carlsbads 2003-2004 CDBG/HOME Program. Those proposals selected for funding
will be identified within the Consolidated Plan as the activities the City will pursue in the
upcoming year to meet the needs of lower income Carlsbad residents.
The City has received a total of 23 proposals for CDBG/HOME funding. Copies of all
proposals are on file in the City Clerk's Office and the Housing and Redevelopment
Department. The following organizations have submitted requests for funding: North
County Health Services; Brother Benno Foundation, Catholic Charities-La Posada de
Guadalupe, Community Resource Center; Boys and Girls Club of Carlsbad, Join Hands - Save a Life, From the Inside Out, Women's Resource Center, Casa de Amparo,
Fraternity House, Lifeline Community Services, North County Community Services,
Meals on Wheels, SER Jobs for Progress, MAAC Project, YMCA OZ North Coast,
Interfaith Community Services, T.E.R.I. Inc., Girls Inc. of North County, and the City of
Carlsbad/Housing Reserve Fund.

of FY 2003/2004 CDBG funds. Carlsbads CDBG Advisory Committee has recommended $0
in funding for Fraternity House, Inc. While we remain grateful to the City of Carlsbad for its
past support; including $5,000 from the Council's Discretionary Fund last year; yet the Board
of Directors, staff, residents and community volunteers of Fraternity House, Inc. must admit
that we are extremely disappointed in the Committee's funding recommendation for our
organization.
It is particularly alarming to look over the list of grantees and realize that none of the
others are dedicated to serving people with AIDS. We are grateful for this opportunity to
request that you and the City Council members review the recommendations, and better
respond to an important and urgent need in the City of Carlsbad: providing permanent
supportive housing, meals and care for low-income individuals disabled by AIDS.
Fraternity House was formally incorporated as a non-profit in 1988. We are located in Elfin
Forest, just two miles outside of Carlsbad. In 1997, the demand for our services required us
to open a second home in Vista, Michaelle House. In the last 15 years, our two homes have
served over 400 individuals suffering from the devastating symptoms of AIDS. All of our
residents are homeless or in imminent danger of becoming so, and we accept residents
regardless of their ability to pay. We began as an end-stage care provider, and as the
progress in AIDS treatment has evolved, we expanded our services to include long term and
transitional care. Fraternity House and Michaelle House are the only providers of full
range AIDS care in San Diego County.
WE RESPECTFULLY REQUEST THE COUNCIL TO CONSIDER THE FOLLOWING
FACTS BEFORE VOTING TO APPROVE FINAL ALLOCATION AMOUNTS:
+ According to the 12/31/02 AIDS Epidemiology Report produced by the San Diego County
Department of Health and Human Services, there were 124 reported AIDS cases in Carlsbad
and 62 deaths. HIV infection has just become reportable in California, it is estimated that
thousands more are HIV positive. Of the 124 men and women from Carlsbad diagnosed
with AIDS, 23% have come to us for care.
+ Since Fraternity House, Inc. provides San Diego County's only licensed Residential Care
Facilities for men and women chronicall ill with AIDS;, our services are unduplicated for

+ Right now, at our houses, one hundred percent of our residents are disabled, 100% are
at low-income levels; 20% are female, 20% are African America, and 35% are Latino. We
help those who are marginalized by our society for multiple reasons; these are exactly
the recipients that CDBG funding is designed to help. We clearly meet both national and
local CDBG objectives.
+The overall cost of caring for an individual at Fraternity House is $103 per day; far more
cost effective than nursing homes or hospitals. Yet we remain small enough to provide
individual attention to our residents.
+ The San Diego Countywide Strategic HIVIAIDS Housing Plan clearly prioritizes the need
for Fraternity House, Inc.'s services: "Maintain the existing Residential Care Facilities for the
Chronically Ill (RCF-CI) in North County and encourage the development of a similar facility in
central San Diego. Consumers, providers, advocates and planners all expressed a
resounding endorsement of the ongoing need for the level of on-site care and supervision
that the RCF-Cl's provide." Moreover, the demand for our services is increasing; AIDS
has not gone away, it has just become more resilient in surviving the barriers we create.
+ While the need for AIDS care continues to grow, there are less than 30 Residential Care
Facilities for the Chronically 111 (RCF-CIS) in the state. The only two RCF-CIS in San Diego
County are here, in North County, serving your brothers, sisters, sons and daughters.
+ The medical assistance and comprehensive care we provide alleviates the burden on our
local hospitals and medical clinics. The emotional support and education residents receive
helps them deal with their HIV Status, which greatly reduces the likelihood of infecting others
with the virus. Most importantly, with adequate housing, nutrition and comprehensive
care, the mortality rates of men and women disabled by AIDS decrease dramatically.
6 With less than 3 business days no!ice of the Advisory Committee's recommendation, we
have called our volunteers and supporters to ask that they attend the Council meeting. On
Tuesday evening, please take a moment to look out at the audience to see how many people
are wearing bright yellow tags that say, "I support Fraternity House, Inc." We remain grateful
to the City of Carlsbad for its past support, and respectfully request that the City Council
revise its Committee's allocations to encompass the essential needs of homeless and low-
income individuals with AIDS.

Dear Bud, Ramona, Ann, Mark & Matt,
Please fund Fraternity House. Admittedly, I have not read all 23 proposals from those seeking support for the
fine work they do with low income Carlsbadians, but I ask you to disregard
the CDBG Advisory Committee's Fraternity House recommendation. As you can see, the Community
Development Block Grant Advisory Committee suggests slashing our city's donation to zero.
When you allocate FY 200312004 CDBG funds, please be mindful of Fraternity House's unique qualifications.
Isn't Fraternity House the only organization focusing on people with AIDS? Fraternity House houses, provides

under discussion, then Carlsbad must be able to find the money elsewhere. It's not like we don't have money.

Thank you for notifying us regarding the City Council’s public hearing to finalize the
allocation of FY 2003/2004 CDBG funds. We are disappointed that the City of Carlsbad’s
Community Development Block Grant (CDBG) committee has recommended that
Fraternity House, Inc. not receive funding for the next year. Until last year, the CDBG
has been very generous in funding Fraternity House and Michaelle House, both
residences caring for persons living with AIDS. Last year when the committee did not
recommend funding, we were able to appeal to the City Council, who graciously
allocated $5,000 from their discretionary fund for our organization. We are again
appealing for help in order to maintain the houses and provide the care that the residents
desperately require. Most importantly, with adequate housing, nutrition, and
comprehensive care, the mortality rates of men and women disabled by AIDS decrease
dramatically. Over the last 15 years, the homes have served 400 individuals suffering
from the devastating symptoms of AIDS.
The Department of Health and Human Services in San Diego County have reported 124
cases from Carlshad with 62 deaths, 23% have come to the Houses for care. HIV
infection has just become reportable in California, it is estimated that thousands more are
HIV positive. Our services are unduplicated for the citizens of Carlsbad.
We support Fraternity House and Michaelle House and urge the City of Carlsbad to do so
also.

Dear Mayor Bud Lewis, I have had the privilege of hearing Molly F. Henry, Executive Director of Fraternity
House, on two different occasions. I have been quite impressed with what she and
Fraternity House are doing for those human beings who are chronically ill with AIDS. It is
hard for me to understand that Fraternity House is one of only two providers of full AIDS
care in San Diego County.
I was very happy to hear at Molly’s presentation to the Kiwanis Club of Carlsbad,
recently, that Carlsbad had been a supporter of Fraternity House. I truly believe that a great
city such as Carlsbad sets a great example to other cities when they support an organization
such as Fraternity House. It is a good thing to show compassion towards a segment of our
community that is marginalized and misunderstood. I was truly proud to know that my city
supported this humanitarian cause.
I recently learned that Carlsbad’s CDBG Advisory Committee had recommended no
funding for Fraternity House, Inc. I was surprised but also learned that this had not been
the first time. I learned that you, the Carlsbad City Council, had taken and approved
discretionary funds in the amount of $5000 for your support for Fraternity House, Inc. I am
truly grateful for this and hope that you can continue to show support for this organization
that provides a very important service to those in need.
1 am respectfully requesting that you please consider doing what is right and making me
proud to be a resident of Carlsbad.

city of Carlsbad. This is an organization that gives hope to the hopeless everyday. I have had the privilege
to encourage and give hope to these men - and even to provide a memorial service for several of them.
Even though I do not agree with the lifestyle that has caused their dreaded disease, I believe that mercy - -
kindness and hope should always be in our hearts.

May I point out that these facilities are most deserving of a proposed grant as
they truly exemplify what is good and necessary in the continuing of this
hospice program in North County and they rank tops in the total operation of
an outstanding Aids healthcare facility in all of the State of California.
Having volunteered in other facilities in the L.A. area with a total of 11 years of
service to them, I feel I am qualified to judge the quality of these particular
operations.
In these facilities are practiced the following special qualities which make them
truly outstanding. Genuine loving care by very dedicated personnel. Creating
an atmosphere a kin to a wonderful home like envimment. Providing for the
every need of each patient in offering an acceptable high quality feeding program
and a tried and tested recreational outreach that benefits everyone.
I highly recomend the counsel vote positivly for this grant to help continue the
