HD.\ 'e RECOMMENDED ACTION: Adopt Resolution No. 2003..075 awarding the bid for fire hose for the period April 1, 2003 through March 31 , 2004, with the option to renew for four (4) additional one-year periods to Fire Service Specification and Supply, Allstar Fire Equipment Inc., and KMP Fire. ITEM EXPLANATION: The City of Carlsbad and seventeen other member agencies of the San Diego County Fire Equipment Committee participated in the joint cooperative bid for eleven types of fire hose. Based on a questionnaire distributed to the agencies, an estimated annual quantity of over 50,000 feet of fire hose will be purchased from this bid. The anticipated orders will result in hose purchases in excess of $130,000 each year. Each individual public agency will place their respective order(s) with the selected vendors. In accordance with Section 3.28.050 of the Municipal Code, Notice to Bidders was published and Requests for Bid were sent to eleven vendors. Six responses were opened, witnessed, and recorded on February 18, 2003. Representatives from the San Diego County Fire Equipment Committee and the Purchasing Department evaluated the bids. In accordance with the Municipal Code, a best-value evaluation was completed. The bids were evaluated for cost, delivery, conformance to specifications, warranty, and any unspecified value-added offerings. The bid submitted by Fire Service Specification and Supply was determined to be the best value for items 1 and 5. The bid submitted by Allstar Fire Equipment was determined to be the best value for items 3 and 4. The bid submitted by KMP Fire was determined to be the best value for items 2, 6, 7, 8, 9, 10, and 11. In each case, the item selected in the best-value evaluation was also the lowest cost item bid. Allstar Fire Equipment and KMP Fire accepted the Public Agency Clause allowing any public agency in the State of California to fully participate in this award during the contract period. Fire Service Specification and Supply declined this option and is only obligated to provide the results of this award to Carlsbad and the seventeen agencies listed in the bid. FISCAL IMPACT: Sufficient funds are available in the Fire Hose and Appliances Account for Carlsbad Fire Department's anticipated purchases. EXHIBITS: 1. Tabulation of Bids. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2003-075 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING THE BIDS AND AUTHORIZING THE PURCHASE OF FIRE HOSE WHEREAS, the City of Carlsbad wishes to purchase fire hose; and WHEREAS, proper bidding procedures have resulted in the receipt of bids from qualified suppliers; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the bid from Fire Service Specification and Supply, PO Box 10817, Santa Ana, CA for items 1 and 5 is hereby accepted and the Purchasing Officer is authorized to execute purchase orders for these items, as the need arises, for a period of one year beginning April 1, 2003 through March 31, 2004, such arrangement which may be renewed by the City Manager for four (4) additional one-year periods. 3. That the bid from AllStar Fire Equipment Inc., 12328 Lower Azusa Road, Arcadia, CA for items 3 and 4 is hereby accepted and the Purchasing Officer is authorized to execute purchase orders for these items, as the need arises, for a period of one year beginning April 1, 2003 through March 31,2004, such arrangement which may be renewed by the City Manager for four (4) additional one-year periods. That the bid from KMP Fire, 1358 La Honda Drive, Escondido, CA for items 2, 6, 7, 8, 9, IO, and 11 is hereby accepted and the Purchasing Officer is authorized to execute purchase orders for these items, as the need arises, for a period of one year beginning April 1, 2003 through March 31, 2004, such arrangement which may be renewed by the City Manager for four (4) additional one-year periods.
