RECOMMENDED ACTION:
Adopt Resolution No, 2003- 080 and Resolution No. 2003- 081 appointing two members
to the Planning Commission.
ITEM EXPLANATION:
The term of Jeff Segall expires in April 2003. Mr. Segall was originally appointed in March 1999
and has served four years.
Marty Montgomery was originally appointed in February 2003 to fill an unexpired term to April
2003.
In accordance with Section 2.24.020 of the Carlsbad Municipal Code, members are appointed by a
majority vote of the City Council; and in accordance with Section 2.08.090 of the Carlsbad Municipal
Code, members must be residents of the City and registered voters.
Other members of the Planning Commission are: Julie Baker, Bill Dominguez, Courtney Heineman,
Melissa White and Frank Whitton.
NOTE: Members of the Planning Commission are subject to the Political Reform Act and
must file Statements of Economic Interests.

CARLSBAD, CALIFORNIA, APPOINTING ONE MEMBER TO
THE CARLSBAD PLANNING COMMISSION
WHEREAS, the term of Jeff Segall as a Planning Commissioner expires in April

Guy J. Roney, 111, has been awarded the Certified Commercial Investment
Member (CCIM) designation by the CCIM Institute.
With nearly 25 years of experience, Roney has strong expertise in the real
estate field, including development and investments, acquisitions and
dispositions, feasibility analysis, project management, brokerage, financial
structuring and capital placement. A resident of Carlsbad, California, Roney
is a licensed Califomia real estate broker. He holds a Bachelor of Arts

tasks involved the coordination and drafting of Economic and Environmental Impact Studies for
the City of Tucson's Downtown Development Corporation. Other clients included Gladstone

For the past four years, I have served as a Commissioner of the Carlsbad Planning
Commission. I had the honor of Chairing the Commission in 2000 during one of the
most contentious planning years of recent time.
I believe that X have contributed Qreatly to making the City the quality community that it
is and I am grateful that I have had the opportunity to learn about land-use planning and
urban development.
With this in mind, I respectfully ask the Councii to consider reappointing me to a
second, four-year tern.
I consider it an honor TO serve this City and to work along si& a highly competent and
professional staff. I look forward to continuing to do so for another four years.
