RECOMMENDED ACTION:
Adopt Resolution No. 7003-101 approving plans and specifications and authorizing
the City Clerk to advertise for bids for the construction of the Calle Barcelona and Paseo Aliso
Traffic Signal, Project No. 3894-1.
ITEM EXPLANATION:
The City of Carlsbad Traffic Signal Evaluation Policy is prepared bi-annually. This policy is used to
identify and evaluate future traffic signal locations in the’city and is based on the State of California
Department of Transportation criteria known as the Caltrans Traffic Signal Warrants. The
intersection of Calle Barcelona and Paseo Aliso was ranked #4 on the Traffic Signal Qualification
List of the 2002 Traffic Signal Evaluation Policy and meets Caltrans Traffic Signal Warrant #1 I.
Plans and specifications to install the traffic signal at this location have been completed. This project
was included in the 2002/2003 Capital Improvement Program for design and construction, and
funding for this project is available in the General Capital Construction fund.
ENVIRONMENTAL REVIEW:
This project is a Class 1 categorical exemption and is, therefore, exempt from the environmental
review process under provisions of the California Environmental Quality Act (CEQA),
Section 1530(f). A Notice of Exemption will be issued by the Planning Director after this
Authorization to Advertise is approved.
FISCAL IMPACT:
The funds needed to complete the project are $1 30,000. The project cost breakdown is as follows:

There are sufficient funds appropriated in the General Capital Construction fund to complete this
traffic signal project.

RESOLUTION NO. 2003-101
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO
ADVERTISE FOR BIDS FOR THE CONSTRUCTION OF THE
CALLE BARCELONA AND PASEO ALISO TRAFFIC SIGNAL,
PROJECT NO. 3894-1.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct a traffic signal at the intersection of
Calle Barcelona and Paseo Aliso; and
WHEREAS, the plans and specifications for furnishing of all labor, materials, tools,
equipment, transportation, and other expenses necessary or incidental of said project have been
prepared and are on file in the Engineering Department of the City of Carlsbad and are
incorporated by reference herein; and
WHEREAS, said project was included in the 200212003 Capital Improvement Program;
and
WHEREAS, the General Capital Construction fund includes sufficient funds to construct
this project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:

3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish,
in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Calle
Barcelona and Paseo Aliso Traffic Signal, Project No. 3894-1 , in accordance with the plans,
specifications and contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
