RECOMMENDED ACTION:
Adopt Resolution No. 2003-104 approving plans and specifications and authorizing the City Clerk to advertise for bids for the Fire Station No. 5 Storage Facility and Skate Park Restrooms, Project No. 3688, and appropriation of funds.
ITEM EXPLANATION:
This Agenda Bill is a revised version of Agenda Bill #17,092 which was pulled from the March 11, 2003 City Council meeting agenda as published. This revised Agenda Bill provides a more detailed description of the project components and a history of the project approvals during the Capital Improvement Program adoption process. In conjunction with the revised description, the costs of the future mezzanine construction has been deleted from the construction cost estimates as previously presented. This Agenda Bill also includes the recommendation for an appropriation $100,000 versus the previous Agenda Bill which recommended an appropriation of $60,000. The recommendation for an appropriation of $100,000 is a result of additional research and review of the bids received during the Public Work Center project as noted below.
Fire Station No. 5 is the central receiving and storage location for all fire stations in the City. Due to a number of factors, such as providing expanded emergency medical services, the storage capacity at Fire Station No. 5 has been exhausted and storage is occurring in areas designed for other active uses. The Skate Park, which is located immediately adjacent to Fire Station No. 5, does not have a permanent restroom facility and, as a result, patrons of the facility are using a portable facility or in some cases they are requesting to use the restrooms at Fire Station No. 5.
In response to these conditions the adoption of the FY 1999-2000 Capital Improvement Program (CIP) by City Council included the appropriation of $135,000 in General Capital Construction (GCC) funds for an 1,881 square foot combined public restroom/storage facility adjacent to Fire Station No. 5. The project description noted that in addition to providing restrooms and a secure storage area the structure would provide a roof prop facility for ventilation training. The project description also noted that the structure would be designed to accommodate a future mezzanine.
In response to the approval of the FY 1999-2000 CIP the proposed facility which consists of a 240 square foot public restroom area, a 980 square foot storage area, and a 661 square foot roof prop facility was designed, see attached floor plan. The public restroom facility consists of separate men's and women's restrooms, a janitors closet, and vending areas adjacent to the restrooms. The roof prop area which is located on the southern end of the building has no roof and walls on three sides with an open side facing Fire Station No. 5. The new roof prop area has the same dimensions as the existing roof prop which is located at the Safety Center. The walls associated with the new roof prop will enhance the safety of the facility and they will block training activities from the skate park patrons and reduce the noise impacts created during training exercises. The restrooms will face the Skate Park to the east while the storage and roof prop is oriented towards Fire Station No. 5 to the west. The building will be located on the east side of the Fire Station No. 5 property as indicated on the attached location map.
During the preparation of the plans and construction specifications it was estimtated that the construction costs would exceed the funding appropriated in the FY 1999-2000 CIP. As part of the adoption of the FY 2001-2002 CIP, the City Council appropriated an additional $81,600 in GCC funds for the project which increased the total appropriations to $21 6,600.
Subsequent to the adoption of the FY 2001-2002 CIP, the plans and specifications for the construction were completed. The construction documents were then incorporated into the bid package for the Public Works Center that was advertised for bids in January of 2002. The projects were combined to take advantage of the economies of scale that a larger project can provide.

After receiving and then rejecting the bids for the combined Public Works Center and Fire Station No. 5 Storage and Skate Park Restroom construction project in August of 2002, the construction documents for Fire Station No. 5 Storage and Public Restroom improvements have been revised.
The revisions include modifications to the plans and specifications so they are an independent set of construction documents and an updated construction cost estimate. The plans are now ready to be advertised as an independent project. The updated construction cost estimate incorporates bid information received during Public Works Center bid process. The estimated construction cost for the 1,881 square foot facility is now $235,000.
ENVIRONMENTAL REVIEW:
On May 15, 2000, the Carlsbad Planning Commission adopted Resolution No. 4806 approving Conditional Use Permit CUP 88-06 for the Fire Station No. 5 Storage/Skate Park Restroom project. The project was exempt from CEQA based on the provisions of Section 15303, which exempts small structures from environmental review.

Based on the past planning and design expenditures and the estimated construction costs the overall project costs are estimated as follows:

To provide sufficient funds to complete the project, staff is recommending the appropriation of an additional $1 00,000 in General Capital Construction Funds.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND
AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR
THECONSTRUCTION OF THE FIRE STATION NO. 5 STORAGE
FACILITY AND SKATE PARK RESTROOMS, PROJECT NO. 3688,
AND APPROPRIATION OF FUNDS.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
necessary, desirable, and in the public interest to construct the Fire Station No. 5 Storage Facility
and Skate Park Restrooms, Project No. 3688; and
WHEREAS, the plans and specifications to construct the Fire Station No. 5 Storage
Facility and Skate Park Restrooms, Project No. 3688, have been prepared and are on file in the
Public Works-Engineering Department of the City of Carlsbad and are incorporated herein by
-eference; and
WHEREAS, to fund the estimated construction costs of the project requires additional
appropriations in the amount of $100,000 from the General Capital Construction Fund; and
WHEREAS, there are sufficient General Capital Construction Funds available for the
additional appropriation.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
=alifornia, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications, and contract documents for the Fire Station No. 5
Storage Facility and Skate Park Restrooms, Project No. 3688, on file in the Public Works-
ingineering Department of the City of Carlsbad are hereby approved.
3. That the Finance Director is authorized to appropriate additional funds in the
amount of $ 100,000 from the General Capital Construction Fund to the Project No. 3688 account.
