CITY ATTY.@ RECOMMENDED ACTION: Adopt Resolution No. 2003-106 approving the reallocation of existing appropriations among three projects (Poinsettia Park Synthetic Turf, Poinsettia Park Access Stairs and Stagecoach Park Access Stairs). Proj. Nos. 3838,3836,3864. ITEM EXPLANATION: Recently, it has become increasingly difficult to effectively maintain the three and a half acre Athletic field at Poinsettia Park. The field has suffered chronic, premature deterioration due to year round use from soccer and lacrosse, adult and youth. Because of the high usage, grass cannot grow and provide a safe playing surface for the players. Every year, the field is closed (January through March and for part of June and July) to the public for renovations. The City spends close to $20,000 annually for renovations, which includes seeding, aerification, fertilization and irrigation improvements. Annual maintenance of the field is approximately $114,000, which includes labor, material, irrigation and equipment. In an effort to reduce maintenance costs and provide a safe playable field on a year round basis, staff has researched the feasibility of using a synthetic turf field to replace the existing grass. The new synthetic field will be available for use 365 days per year. This field will increase Recreation programming and youth leagues field time. It will also increase revenue opportunities for the City. In addition, it was determined to be in the City's best interest to consolidate two other park C.I.P. projects into this program. These projects incorporate the installation of access stairs to the synthetic turf field at Poinsettia Park and access stairs to the tennis facility at Stagecoach Park. The coordination of these projects will facilitate a smooth installation process under one general contractor. The stair components were generated by citizen requests and the need to provide safe, easy access to these park facilities. As part of the Capital Improvement Program, appropriations totaling $810,000 were approved for the following three park projects based on preliminary cost estimates. The total appropriations of $810,000 are insufficient for the 3-project contract. In order to distribute the funding to each of these projects based on actual bid amounts the appropriations need to be reallocated among the three projects and increased by $21,000. I' Page 2 of Agenda Bill No. 17,143 FISCAL IMPACT: Original CIP budgets considered these three projects to be separate. Staff combined construction contracts for the projects in order to receive a more competitive bid and to allow the project management to be combined on these related projects. The estimated costs for the Synthetic Turf Field is $764,000. This is $64,000 more than originally estimated due to bids coming in higher than anticipated. Thus an additional $64,000 needs to be appropriated to the project from the Infrastructure Replacement fund. Total appropriations in the Poinsettia Access Stairs account are more than required based on the bids and should be reduced by a total of $50,700. Funds budgeted for the Stagecoach Park Access Stairs are less than the total costs of construction of the stairs. An additional $7,700 is required to provide a construction contingency equaling approximately 10% of the totai bid item. Funds totaling $7,700 are to be re-allocated from the Poinsettia Access Stairs account. No additional funds are needed from other funding sources to fully fund this item. EXHIBITS: 1. WHEREAS, the required appropriations, based on revised cost estimates, for the Poinsettia Park Synthetic Turf project is $764,000 and the current Infrastructure Replacement Fund appropriations for that project is $700,000; and WHEREAS, the required appropriations, based on revised cost estimates, for the Stagecoach Park Access Stairs project is $32,700 and the current General Capital Construction fund appropriations for that project is $25,000; and WHEREAS, the required appropriations, based on revised cost estimates, for the Poinsettia Park Access Stairs project is $34,300 and the current General Capital Construction fund appropriations for that project is $85,000; and WHEREAS, an increase in total appropriations of $21,000 is required for the three-project contract. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That additional appropriations of $64,000 from the Infrastructure Replacement Fund are hereby approved for the Poinsettia Park Synthetic Turf project. 3. That additional appropriations of $7,700 from the General Capital Construction Fund are hereby approved for Stagecoach Park Access Stairs Project. That a reduction of appropriations of $50,700 from the General Capital Construction Fund are hereby approved from the Poinsettia Park Access Stairs project.
