ENG 17,145 CITY OF CARLSBAD- AGENDA BILL ..,d TITLE: APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR REHABILITATION OF NORTH AGUA HEDIONDA INTERCEPTOR SEWER-EASTERN SEGMENT PROJECT NO. 3874-1 CITY MGa RECOMMENDED ACTION: Adopt Resolution No. 2003-108 approving plans and specifications and authorizing the City Clerk to advertise for bids for the Rehabilitation of the North Agua Hedionda Interceptor Sewer Rehabilitation-Eastern Segment, Project No. 3874-1. ITEM EXPLANATION: The North Agua Hedionda Interceptor sewer extends from Interstate 5 east to El Camino Real on the north side of Agua Hedionda Lagoon. A recent inspection report on the condition of this sewer pipeline system recommends the immediate repair of the eastern portion of the interceptor. The eastern segment includes that portion of the pipeline between El Camino Real and Marina Drive shown on Exhibit “1”. The project plans and specifications are for the rehabilitation of the described eastern segment. The project includes appropriate low environmental impact construction methods in repairing access holes and cleaning out debris. Because a significant portion of the project site is in an area containing some sensitive vegetation, plywood sheets will be placed around the manholes at the beginning of work each day and will be removed at the end of each day. The plywood sheets will cover and protect the vegetation from the placement of construction equipment and material staged near the access holes during the rehabilitation process. The proposed work will be performed from inside the existing access holes. Based upon this approach, the activities do not otherwise result in environmental impacts. As intended, the rehabilitation methods prescribed in the plans and specifications have reduced the time period for the environmental permitting and mitigation process. Council originally authorized the advertisement for bids for this project on August 13, 2002. Only two (2) bids were received on October 2, 2002. Staff did not recommend that Council award the Project to either bidder. The initial apparent low bidder was found to be nonresponsive due to discrepancies between his bid documents and the information provided by the Contractor’s State Licensing Board, and the second bid was approximately three (3) times greater than the apparent low bid and significantly exceeded the engineer’s cost estimate. Both bids have since expired, and need not be formally rejected by the City Council. The plans and specifications for the project have been modified to include the rehabilitation of an additional fourteen (14) access holes in the North Agua Hedionda Interceptor sewer which are located primarily in Park Drive between Kelly Drive and Marina Drive. Additionally, the approved materials for the project have been modified, without risking the integrity of the project, in order to encourage a greater number and more competitive bid responses. ENVIRONMENTAL REVIEW: The proposed rehabilitation work is exempt from CEQA California Code of Regulations Section 15301 (d) (“restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment...”). Therefore, the project satisfies the requirements to be determined exempt under Section 15301 (d), and a Notice of Exemption will be filed by the Planning Director. FISCAL IMPACT: The estimated cost to complete this project is: Page 2 of Agenda Bill No. 17 r 145 The total estimated cost of the project for the eastern segment is $342,900. The project is funded from the Sewer Replacement Fund. The available balance of funds appropriated to this project now exceeds the estimated cost to complete the project. WHEREAS, the City Council of the City of Carlsbad, California, has determined it lecessary, desirable, and in the public interest to rehabilitate the North Agua Hedionda Interceptor Sewer .Rehabilitation-Eastern Segment; and . NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, Zalifornia, as follows: 1. That the above recitations are true and correct. 2. That the plans, specifications, and contract documents as presented for the dorth Agua Hedionda Interceptor Sewer Rehabilitation-Eastern Segment, Project No. 3874-1 are lereby approved. 3. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, n accordance with State law, Notice to Contractors Inviting Bids for the North Agua Hedionda nterceptor Sewer Rehabilitation-Eastern Segment, Project No. 3874-1.
