REQUEST TRANSPORTATION
DEVELOPMENT ACT ITDAbTRANSNET FUNDING
FROM SANDAG
RECOMMENDED ACTION:
Adopt Resolution No. 2003-114 authorizing staff to pursue Transportation Development
Act (TDA)/TransNet funding from SANDAG for construction of bicycle and pedestrian facilities on
Poinsettia Lane Reach C.
ITEM EXPLANATION:
This year, SANDAG will administer distribution of approximately $4,200,000 for non-motorized
facilities throughout San Diego County for bicycle and pedestrian projects under special provisions
of the Transportation Development Act (TDA)/TransNet program. Claims for this money can be
initiated by any city located in San Diego County by completing an application form and the annual
TDA claim form. Projects submitted must be included in an adopted regional, county, city, or
community plan. A resolution from the City Council for each funding cycle to request TDA funding is
required as part of the application process. The proposed project, Poinsettia Lane Reach C, will be
in competition for funding from other projects in cities throughout the County of San Diego. The
SANDAG Bicycle Pedestrian Advisory Committee (BPAC) will review and prioritize projects and
submit the list for final approval to the SANDAG Board of Directors to authorize funding.
At the April 7, 2003 meeting of the Traffic Safety Commission, the Commission recommended by a
4-0 vote that TDNTransNet funding be pursued for the following project:
Poinsettia Lane Reach C
Poinsettia Lane Reach C is a 1,400-foot road segment currently under construction between
Black Rail Road and Ambrosia Lane. This road is a major arterial on the Circulation Element of the
City of Carlsbad and is expected to be completed in early 2004. The bike lane and sidewalk portions
of the project are eligible to receive TDNTransNet funding in the amount of $78,467. A total of
2,800 feet of sidewalk and 2,800 feet of a five-foot bicycle lane will be funded with the
TDNTransNet funds, if received.
The eligible cost of the Traffic Safety Commission recommended project for application in the
FY 2003/2004 Transportation Development AcVTransNet funding cycle is $78,467.
FISCAL IMPACT:
Minor administrative costs to prepare the application to request funding.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING STAFF TO PURSUE
TRANSPORTATION DEVELOPMENT ACT (TDA)ITRANSNET
FUNDING FROM SANDAG FOR CONSTRUCTION OF BICYCLE
AND PEDESTRIAN FACILITIES ON POINSETTIA LANE REACH C.
WHEREAS, the City Council of the City of Carlsbad, California, has determined that
sicycle and pedestrian facilities shall be part of roadway improvements as indicated in the
3rculation Element of the General Plan; and
WHEREAS, the San Diego Association of Governments (SANDAG) has solicited from
:ities projects involving the construction of bicycle and pedestrian-related facilities; and
WHEREAS, TDA and TransNet funds have been established and are available through
SANDAG to local governments for construction of non-motorized improvements which include
iicycle and pedestrian facilities.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
Zalifornia, as follows:

That the City Council authorizes the submittal of an application to the San Diego
Issociation of Governments (SANDAG) for the construction of bicycle and pedestrian facilities on

3. The Deputy Public Works Director, Engineering Services, of the City of Carlsbad is
hereby authorized and empowered to execute in the name of the City of Carlsbad all necessary
applications to implement and carry out the purposes specified in this resolution.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
