RECOMMENDED ACTION:
Adopt Resolution No. 2003-115 construct critical storm drain repairs at La Costa Avenue and Torrejon Place, Project No. 3690. appropriating funds and authorizing a change order to
ITEM EXPLANATION:
Public Works Maintenance and Operations staff discovered three locations near La Costa Avenue and Torrejon Place which require immediate storm drain repairs. At one of the locations fully deteriorated corrugated metal pipe is causing soil erosion on the slope above Marbella Condominium Complex. At the second location a driveway off La Costa Avenue has been undercut by erosion from a fully deteriorated corrugated metal pipe. The third location has a partially deteriorated corrugated metal pipe that passes directly beneath La Costa Avenue. If left
as is, this pipe will eventually collapse and possibly cause a sinkhole in La Costa Avenue.
In order to expedite these repairs, engineering staff recommends that these repairs be made by authorizing a change order to an existing contract with J. Fletcher Creamer & Son, Inc. which is beginning work on Palomar Airport Road and La Costa Avenue Drainage Improvements, Project No. 3865. The change order is adding the Torrejon Place Storm Drain project and other critical repairs to the existing contract because the repairs are required immediately and the contractor is performing similar work on an existing contract in the vicinity of the critical repair project. J.
Fletcher Creamer & Son, Inc. has submitted a proposal to perform these three critical storm drain repairs for $138,000. Engineering staff has reviewed the proposal and the unit costs are
reasonable when compared to the costs of the original contract work which totaled $208,925.
ENVIRONMENTAL REVIEW:
This project is categorically exempt from the environmental review process under Section 15301 Class 1 (d) of the Public Resources Code (California Environmental Quality Act).
FISCAL IMPACT:
The costs to complete this project are:
Capital Improvement Project No. 3690, Torrejon Place Storm Drain Repair, has an $80,000 budget. The Torrejon Place storm drain will be repaired as part of this change order; however, the remaining critical storm drain repairs have not been budgeted. Therefore, an additional appropriation of $67,660 from the General Capital Construction Fund will be required to complete the critical storm drain repairs.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROPRIATING FUNDS AND
AUTHORIZING A CHANGE ORDER TO CONSTRUCT CRITICAL
STORM DRAIN REPAIRS AT LA COSTA AVENUE AND TORREJON
PLACE, PROJECT NO. 3690.
WHEREAS, the City Council of the City of Carlsbad, California, has determined it
iecessary, desirable, and in the public interest to immediately complete critical storm drain repairs
rt La Costa Avenue and Torrejon Place, Project No. 3690; and
WHEREAS, J. Fletcher Creamer & Son, Inc. is currently under contract with the City for
'alomar Airport Road and La Costa Avenue Drainage Improvements, Project No. 3865, which
qcludes similar work adjacent to the proposed critical storm drain repair work; and
WHEREAS, J. Fletcher Creamer & Son, Inc. submitted a proposal for the construction of
he critical storm drain repairs at La Costa Avenue and Torrejon Place in the amount of $138,000.
lngineering staff have analyzed this proposal and find it to be reasonable; and
WHEREAS, additional funds in the amount of $67,660 need to be appropriated in order to
onstruct the critical storm drain repairs at La Costa Avenue and Torrejon Place; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
ialifornia, as follows:

That the Finance Director is hereby authorized to appropriate $67,660 from the
ieneral Capital Construction Fund for completion of the critical storm drain repairs at La Costa
,venue and Torrejon Place, Project No. 3690.

3. That the City Engineer is authorized to write a change order to existing Contract
No. 3865 in order to construct the critical storm drain repairs at La Costa Avenue and Torrejon
Place.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council
held on the 6th day of MAY , 2003 by the following vote, to wit:
