OPERATIONS DEPARTMENT I RECOMMENDED ACTION: CITY COUNCIL OF THE CITY OF CARLSBAD: Adopt Resolution No. 2002-03 Sanitation Operations Budget to add 0.5 FTE of an Office Specialist II position. 2003-122 amending the FY BOARD OF DIRECTORS OF THE CARLSBAD MUNICIPAL WATER DISTRICT: Adopt Resolution No. amending the FY 2002-03 Water Operations and Recycled Water Operations budgets to add 0.5 FTE of an Office Specialist II position, and to convert the existing Cross Connection Control Technician position from part time to full time. 1181 ITEM EXPLANATION: Office Specialist II: An Administrative Secretary and Senior Office Specialist in the Maintenance 8, Operations Department are the primary source of clerical support to the Deputy Public Works Director, two administrative managers and seven operations managers. The new Office Specialist II position will replace a temporary employee currently assigned reception and clerical support duties at the main Maintenance and Operations facility (formerly the Carlsbad Municipal Water District). The temporary assignment was in place pending the opening of a new Public Works Facility. However, since the development of this facility has been postponed, the need for additional clerical support for the M&O Department is now more immediate and permanent. Continued use of temporary clerical staff will result in reduced efficiencies since there is some loss of organizational familiarity and knowledge, and usually involves ongoing training and re-training as temporary employees resign and are replaced. Also, limited clerical support results in management staff having to use their time on tasks more closely related to clerical responsibilities; e.g., document preparation, data collection and entry, etc. Cross Connection Control Technician: The Cross Connection Control Technician is the recycled water customer’s contact at the City, providing information regarding use site requirements and general information about recycled water. Cross Connection Control staff schedule and test for cross connections between potable and recycled water systems on both existing and newly added sites. These mandatory tests protect the public from inadvertent cross connections between their potable and recycled water systems, ensuring that recycled water and potable water are not mixed on a customer’s use site or in the public distribution system. Cross Connection Control is expected to end this fiscal year within a 25% range of the projected Staff Hours per Unit for operational ‘activities. However, based on data in the December 2002 Maintenance Management Report, Annual Production in Units will not be met in the following areas: Recycled Water Use Site 4 Year Cross-Connection Tests, Walk-Through Inspections, and Use Site Monitoring. At the current time! we are 600 hours behind schedule on mandated Annual and 4-Year Cross-Connection Tests. In addition, the planned expansion of the recycled water system will have a direct impact on annual production requirements in Cross Connection Tests, both Annual and Four-Year. As sites come on line, there will be an increase in annual production requirements for Recycled Water Use Site Walk-Through Inspections and Recycled Water Use Site Monitoring. The Maintenance & Operations Department currently employs two full time and one part Page 2 of Agenda Bill No. 17 I 162 time Cross Connection Control Technicians. Converting the existing part-time position to full time will provide the additional staffing hours needed to bring our department more in line with required levels of resources. FISCAL IMPACT: One full-time Office Specialist II position, whose salary as noted below is split between the Water Operations and Sanitation Operations funds, and one full-time Cross Connection Control Technician, whose salary as noted below is split between the Water Operations and Recycled Water Operations funds, are being requested. The total net salaries increase in each fund is less the current part-time and/or temporary positions. If approved, these staffing requests will result in annual salary increases to each enterprise fund budget as listed below.
