CM I DEPT. HD. CITYATTY. ' CITY MGR ~ RECOMMENDED ACTION: Receive presentation from James Gaiser, a citizen of Carlsbad. ITEM EXPLANATION: The City Council provides an opportunity for citizens and organizations to have an item placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a letter (Exhibit I) from James Gaiser, a citizen of Carlsbad, requesting that the City Council consider alterations to the City of Carlsbad's campaign reporting requirements for mayoral and city council elections. RAY PATCHETT City Manager City of Carlsbad 1200 Carlsbad Village Drive Carlsbad, CA 92008-1989 Dear Mr. Patchett: May I please be placed on the Carlsbad City Council agenda. As we discussed, Tuesday, May 6, 2003, is most convenient. It is my desire to discuss with the Council and request consider- ation of some changes to the City of Carlsbad campaign reporting requirements of mayoral and councilmatic candidates. The areas of concern are: 1. Copies of checks being required to be filed with reports. (1.13.035) 2. An additional reporting period report. (1.13.030) 3. Contributions or loans in excess of $25.00 are required to be reported in campaign statements. (1.13.025 (a) & (a)) It is suggested items 1 and 2 above be deleted from your require- ments and that item 3 would be changed to a threshold of $100.00 rather than the $25.00 presently. These three City of Carlsbad requirements are much more restrictive and onerous than those of most other cities in San Diego County and most likely throughout California. The changes suggested appear to return the City of Carlsbad requireme-ts to their status prior to 1985 and I believe these suggested changes are consistent with current government codes.
