RECOMMENDED ACTION: Adopt Resolution No. 2003-’124 approving plans and specifications and authorizing the City Clerk to advertise for bids for the construction of the Cannon Road and Car Country Drive Traffic Signal, Project No. 3906-1. ITEM EXPLANATION: As part of the conditions of approval for the Car Country Expansion project (CT 87-03), Carltas Development Company was required to bond for the current construction cost of a traffic signal at the intersection of Cannon Road and Car Country Drive. No traffic signal was installed at the time of development since the traffic conditions did not warrant its installation. With the recent completion of Cannon Road from Faraday Avenue to Frost Avenue, drivers have the ability to use Cannon Road from Carlsbad Boulevard to El Camino Real. As a result, the traffic volumes on Cannon Road have increased and a traffic signal is now necessary to assign right-of-way at this location. The intersection of Cannon Road and Car Country Drive was ranked #2 on the City of Carlsbad Traffic Signal Qualification List contained in the 2002 Traffic Signal Evaluation Policy and meets six of the eleven Caltrans Traffic Signal Warrants. Plans and specifications to install the traffic signal at this location have been corn pleted. ENVIRON M ENTAL REV1 EW: This project is a Class 1 categorical exemption and is, therefore, exempt from the environmental review process under provisions of the California Environmental Quality Act (CEQA), Section 1530(f). A Notice of Exemption will be issued by the Planning Director after this Authorization to Advertise is approved. FISCAL IMPACT: Per the requirements of the aforementioned developer agreement, $92,000 has been collected from Carltas Development Company for the construction of a traffic signal at Cannon Road and Car Country Drive. Traffic signal construction costs have increased since the developer agreement was signed and additional funds are needed to complete this project. At the October 22, 2002 City Council meeting, funds totaling $125,000 were appropriated from the General Capital Construction fund for this project. The funds needed to complete the project are $1 17,000. The project cost breakdown is as follows: Total Appropriation Amount $1 25,000 Amount Available for Construction $121,920 Design Costs $3,080 Engineer’s Estimate of Construction Inspection & Proiect Administration (15%) $13,500 $901000 I .~ Construction Contingencies (I 5%) $1 3,500 Total Construction Cost $1 17,000 There are sufficient funds appropriated in the General Capital Construction fund to complete this traffic signal project. WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to construct a traffic signal at the intersection of Cannon Road and Car Country Drive; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to Project No. 3906-1 have been prepared and are on file in the Engineering Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, the General Capital Construction fund includes sufficient funds to construct this project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the plans and specifications for furnishing of all labor, materials, tools, equipment, transportation, and other expenses necessary or incidental to Project No. 3906-1 are on file in the Engineering Department of the City of Carlsbad and are hereby approved. The City Clerk of the City of Carlsbad is hereby authorized and directed to publish, in accordance with State law, a Notice to Contractors Inviting Bids for the construction of the Cannon Road and Car Country Drive Traffic Signal, Project No. 3906-1, in accordance with the plans, specifications and contract documents referred to herein.
