SPECIFICATIONS, ARTWORK AND AUTHORIZATION
TO BID CONSTRUCTION OF LARWIN COMMUNITY

RECOMMENDED ACTION:
It is recommended the City Council Adopt Resolution No. 2003-160-, approving the plans and
specifications, authorize the advertisement of construction bids and approve the project's public
art component for Larwin Community Park, City Project Number 38561.
ITEM EXPLANATION:
Larwin Community Park is the next community park facility to be developed by the City within its
Capital Improvement Program. This 22-acre site is located at Vancouver Street in the vicinity of
Carlsbad Village Drive and Concord Drive. (See attached Exhibit 2)
On June 25, 2003 The City Council adopted Resolution No. 2002-192, approving the Master Plan
for the park and directing staff to proceed with obtaining the required permits. On April 2, 2003,
the Planning Commission approved the park Master Plan.
The park includes the following elements:
1 Asphalt paved parking lot at Vancouver Street (1 6 spaces)
2 Privacy screen walls to screen new parking lot from 2 adjacent residences
2 Tot lots with modular play structures and a swings
5 Picnic areas with picnic tables and grills
3 Viewkeating areas with benches
1 Restroom and equipment storage facility ( 945 s.f.)
Internal path system connecting to the City-wide trail system; (trail connection
from the lower site to the Dog Park to be volunteer built)
An integrated public art component
Extensive landscaping and unassigned open green space areas
Expansion of the gravel parking lot at the Dog Park (1 1 aditional spaces)
The project design plans and specifications are complete and all regulatory agency permits and
entitlements have been obtained. Plans and Specifications are available for review at the
Recreation Department. Construction is estimated to begin in October, 2003, and requires
approximately 8-1 0 months for completion.
ENVIRONMENTAL REVIEW:
On April 2, 2003, the Planning Commission adopted Resolution No. 5398 approving a Mitigated
Negative Declaration and Mitigation Monitoring and Reporting Program for Larwin Community
Park, finding the project to be in conformance with the requirements of the California
Environmental Quality Act. The Planning Commission also adopted Resolution No. 5399 and
5400 approving CUP 02-23 and HDP 02-1 I at that meeting.

CARLSBAD PUBLIC ART COMPONENT:
The public art component for Larwin Community Park has been incorporated into the park
project. A Selection Committee made up of Arts Office staff selected Southern California artist
Sylvia Tidwell. Ms Tidwell has previously displayed work in the City’s William D. Cannon Art
Gallery and was selected because of her history of using natural imagery and forms in her work.
With a modest budget of $1 1,000, Ms. Tidwell was able to develop an entryway statement to the
park which relates to the natural environment. The artwork consists of two brushed, stainless
steel leaf-like forms, approximately 9 feet tall, placed on either side of the walkway as you enter
the park from the Vancouver Street parking area. (See attached Exhibit 3) The artist worked
closely with the City’s park planners in developing the concept and in suggesting related design
patterns that might be integrated into other areas of the park.

An initial design proposal, produced by Ms. Tidwell, was approved by the Arts Commission and
the work was subsequently put on display at both libraries for public comment. Results of the
public comments were 66% favorable, 14% were negative, and 21% were not applicable. At the
Arts Commission meeting held on March 20, 2003, The Arts Commission voted 6 - 0 to
recommend to the City Council that the artwork be approved. The artwork was also presented as
an information item at the Parks and Recreation Commission meeting on March 24, 2003 and
received a positive response.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROVING THE PLANS
AND SPECIFICATIONS, ARTWORK AND AUTHORIZING
THE ADVERTISEMENT OF BIDS AND APPROVING THE
PUBLIC ART COMPONENT FOR LARWIN COMMUNITY
PARK
WHEREAS, the City Council of the City of Carlsbad, California, has previously
appropriated funds in the current budget for the construction of Larwin Community Park,
hereafter referred to as the "Project;" and
WHEREAS, the design plans and specifications for the Project are complete, and
available for review at the Recreation Department and ready for advertisement of
construction bids; and
WHEREAS, the design of the public art component for the Project has been
completed; and
WHEREAS, the City Council does hereby find it necessary, desirable, and
in the public interest to proceed with the construction of Larwin Community Park at this
time.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council does hereby approve the plans and specifications for the
construction of Larwin Community Park and authorizes the City Clerk, in
accordance with State law, to advertise for bids for the construction of the
Project.
3. That the public art component for Lawin Community Park is hereby approved.
