RECOMMENDED ACTION: Adopt Resolution No. ~m3-174 accepting bids and awarding the contract for the Rehabilitation of the North Agua Hedionda Interceptor Sewer-Eastern Segment, Project No. 3874-1. ITEM EXPLANATION: The North Agua Hedionda Interceptor sewer pipeline extends from Interstate 5 east to El Camino Real on the north side of Agua Hedionda Lagoon. A recent inspection report on the condition of this sewer pipeline system identifies the need for immediate repair of the access holes within the system. The rehabilitation process includes the removal of the deteriorated materials on the interior surface of the access hole, placing restoration mortar to restore the access hole to original dimensions, and then installing a corrosion protective epoxy coating over all interior cement surfaces. The Eastern Segment defined for the purpose of this project includes that portion of the pipeline between El Camino Real and Marina Drive shown on Exhibit “1.” The project plans and specifications are for the rehabilitation of forty-one (41) access holes of the Eastern Segment. Twenty-one (21) of the access holes are within or near environmentally sensitive habitat. The project specifications require construction methods, which will minimize environmental impacts, and rehabilitation materials that will provide longevity to minimize future maintenance. On April 22, 2003, through the adoption of Resolution No. 2003-108, Council approved plans and authorized the advertisement for bids for rehabilitation of the North Agua Hedionda Interceptor. The Engineer’s Estimate for the construction of the project was $270,000. Three (3) bids were received on June 16, 2003, which are summarized on Table 1. With a bid of $179,940, staff has determined that Mike Prlich and Sons, Inc., is the lowest responsive bidder. All bid documents provided by Mike Prlich and Sons, Inc., are in order. Therefore, staff recommends that the City Council award this project of the contract to Mike Prlich and Sons, Inc. FISCAL IMPACT: The estimated cost to complete this project is: The total estimated cost of the project for the North Agua Hedionda Interceptor Sewer - Eastern Segment is $259,731. Sufficient Sewer Replacement Funds are available in the project account. Page 2 of Agenda Bill No. 17,225 ENVIRONMENTAL REVIEW: The proposed rehabilitation work is exempt from CEQA under Government Code Section 15301(d) ("restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment.. ."). Therefore, the project satisfies the requirements to be determined exempt under Section 15301 (d), and a Notice of Exemption has been filed by the Planning Director. EXHIBITS: 1. Location Map. 2. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING THE CONTRACT FOR THE REHABILITATION OF THE NORTH AGUA HEDIONDA INTERCEPTOR SEWER - EASTERN SEGMENT, PROJECT NO. 3874-1. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad, >alifornia, as follows: 1. 2. That the bid of $179,940 submitted by Mike Prlich and Sons, Inc., for the North Agua Hedionda Interceptor Sewer - Eastern Segment, Project No. 3874-1, is accepted and the Mayor is hereby authorized to execute a contract therefore. 4. That the City Manager is hereby authorized to approve construction change orders up to $26,991 for Project No. 3874-1. 5. That the award of this contract is contingent upon Mike Prlich and Sons, Inc., executing the required contract and submitting the required bonds and insurance policies, as described in the contract, within twenty (20) calendar days of adoption of this resolution. The City Manager may grant reasonable extensions of time.
