HomeMy WebLinkAbout2003-07-08; City Council; 17230; Reject Construction Bids for Aviara Community Parkow 8 [I e e a .. z 0 F 2 J 0 z 3 0 0 - AB# 17,230 TITLE : MTG. 07/08/03 REJECT CONSTRUCTION BIDS FOR DEPT.RECREATION AVIARA COMMUNITY PARK CITY MGGS RECOMMENDED ACTION : It is recommended the City Council ADOPT RESOLUTION NO. 2003-179 rejecting the construction bids for Aviara Community Park, City Project No. 36991 and direct staff to initiate redesign of the project. ITEM EXPLANATION : On August 13, 2002, the City Council adopted Resolution No. 2002-244 approving the plans and specifications and authorizing the advertisement of construction bids for Aviara Community Park, City Project No. 36991. On December 4, 2002, five (5) sealed bids were received and opened by the City as follows: Swinerton Builder, Incorporated, San Diego I. E. Pacific, Incorporated, San Diego C. E. Wylie Construction Company, San Diego Wier Construction Corporation, Escondido Woodcliff Corporation, Sherman Oaks $ 10,080,000. $ 10,236,000. $ 10,821,000. $ 10,867,000. $ 11,460,000. The pre-bid, final design estimate for the project was prepared by the independent construction estimating firm of Construction Analysts, Incorporated on behalf of the City and totaled $1 0,675,884. Because of the uncertainties of the State budget situation and its potential impact upon Carlsbad, award of this project was placed on-hold in December, 2002. On March 4, 2003, the City Council adopted Resolution No. 2003-059 accepting an offer from the lowest responsive, responsible bidder, Swinterton Builders, Incorporated, to extend their bid until July 16, 2003 with no escalation in price. There has been no action on this project since this date pending the outcome of the City’s FY 2003 - 2004 CIP and Operating Budgets which were recently officially adopted by the City Council. The FY 2003 - 2004 CIP Budget now in effect continues to appropriate funds for the construction of the Aviara Community Park Project, however, without the 22,000 square foot Community Center building as a part of the project. The rationale for this deletion was to defer this and other proposed Community Centers and Gymnasium buildings in upcoming park projects due to concerns for funding operation and maintenance costs. This project was bid as a “lump sum” bid proposal; removal of the Community Center’s individual construction cost from the remainder of the bid proposal is not possible. Redesign of the construction document package will be required to effectively remove the Community Center construction detail from the documents. The revised document package will then be returned to the City Council this Fall. i Regarding the current bids being held by the City, the City Council may: (1) Award the current bid (which contains the Community Center building) to the lowest (2) Take no action and allow the bids to become void due to the lapse of time; or, (3) Reject all bids and direct staff to initiate redesign of the project to remove the Community Center building in accordance with the direction outlined within the FY 2003 - 2004 CIP Budget. responsive, responsible bidder; or, I Staff recommends the City Council reject all bids and direct staff to initiate redesign of the Aviara Community Park Project to remove the Community Center building and then return the revised plans to the City Council when completed for approval and authorization to re-advertise bids. I FISCAL IMPACT: There is no cost to the City associated with rejection of the current bids for this project. Staff estimates a subsequent redesign of the construction bid package to remove the Community Center building will cost approximately $25,000 to $50,000 in architecture and engineering expenses and require about 2 to 3 months to complete. There will be an additional estimated $15,000 in reproduction costs of the new bid sets required to re-bid the project this Fall. There are sufficient funds available within the CIP project account to enable the redesign of the construction document package to remove the Community Center facility. I 1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, REJECTING THE CONSTRUCTION BIDS FOR AVIARA COMMUNITY PARK, CITY PROJECT NO. 36991, AND DIRECTING STAFF TO REDESIGN THE PROJECT WHEREAS, the City Council of the City of Carlsbad, California, has previously adopted Resolution No. 2003-059 extending the bid received from the lowest responsive, responsible bidder for the construction of Aviara Community Park, to July 16,2003;and WHEREAS, the City Council has previously adopted the Fiscal Year 2003 - 2004 Capital Improvement Program Budget which includes changes to the aforementioned project; and WHEREAS, the City Council does hereby find it necessary, desirable, and in the public interest to reject said construction bids and direct staff to redesign the aforementioned project in accordance with the changes adopted in the current fiscal CIP budget. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad. California, as follows: 1. That the above recitations are true and correct. 2. That the bids received and opened by the City on December 4, 2002 for the construction of Aviara Community Park, City Project No. 36991, are hereby rejected. 3. That the City Council does hereby direct staff to redesign, or cause to be designed by others, said project in accordance with the changes adopted in the Fiscal Year 2003 - 2004 CIP Budger as described therein.
