HomeMy WebLinkAbout2003-07-15; City Council; 17239; Construction of Fire Station Storage & RestroomsCONSTRUCTION OF THE FIRE STATION NO. 5 PROJECT NO. 3688 MTG. 7/15/03 STORAGE AND SKATE PARK RESTROOMS, RECOMMENDED ACTION: Adopt Resolution No. 2003-187 for the construction of the Fire Station No. 5 Storage and Skate Park Restrooms, Project No. 3688. accepting bids and awarding the contract to MSC International, ITEM EXPLANATION: Fire Station No. 5 is the central receiving and storage location for all fire stations in the City. Due to a number of factors, such as providing expanded emergency medical services, the storage capacity at Fire Station No. 5 has been exhausted and storage is occurring in areas designed for other active uses. The Skate Park, which is located immediately adjacent to Fire Station No. 5, does not have a permanent restroom facility and, as a result, patrons of the facility are using a portable facility or in some cases they are requesting to use the restrooms at Fire Station No. 5. In response to these conditions, the subject project was included in the City’s Capital Improvement Program. The 1,881 square foot facility consists of a 240 square foot public restroom area, a 980 square foot storage area, and a 661 square foot roof prop facility for ventilation training, see attached floor plan. The engineer’s construction cost estimate for the project was $235,000. On June 12, 2003, one (1) sealed bid was received for the construction of this project as shown on the following table. Staff has determined that MSC International is a responsible and responsive bidder and all bid documents submitted have been reviewed by staff and found to be in order. ENVIRONMENTAL COMPLIANCE: On May 15, 2000, the Carlsbad Planning Commission adopted Resolution No. 4806 approving Conditional Use Permit CUP 88-06 for the Fire Station No. 5 StorageISkate Park Restroom project. The project was exempt from CEQA based on the provisions of Section 15303, which exempts small structures from environmental review. FISCAL IMPACT: The estimated costs associated with this project are summarized in the following table. There are sufficient appropriations in the project account to complete the construction. WHEREAS, on April 15,2003, the City Council of the City of Carlsbad approved plans and specifications for the construction of the Fire Station No. 5 Storage and Skate Park Restrooms, Project No. 3688; and WHEREAS, one (1) sealed bid was received on June 12, 2003, by the City of Carlsbad for ihe construction of said project; and WHEREAS, the low bid received to construct said project was submitted by MSC International in the amount of 232,272.60; and WHEREAS, staff has determined that the low bid received to construct said project Submitted by MSC International is responsive and responsible; and WHEREAS, there are sufficient funds appropriated to complete the project; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, =alifornia, as follows: 1. 2. That the above recitations are true and correct. That the bid of $232,272.60 submitted by MSC International for the construction of he Station No. 5 Storage and Skate Park Restrooms Project, Project No. 3688, is accepted and he Mayor is hereby authorized to execute a contract with MSC International, for Project No. 3688. That the award of this contract is contingent upon MSC International executing the ,equired contract and submitting the required bonds and insurance policies, as described in the :ontract, within twenty (20) days of adoption of this resolution. The City Manager may grant easonable extensions of time.
