ENG CITY OF CARLSBAD - AGENDA BILL TITLE: REVIEW CIRCULATION OPTIONS AT LANlKAl LANE MOBILE HOME PARK CITY ATTY. @?- CITY MGR. * RECOMMENDED ACTION: That the City Council discuss this item and provide direction to staff. ITEM EXPLANATION: On April 22, 2003, residents of Lanikai Lane Mobile Home Park addressed the City Council with their concerns about access issues and an emergency access gate. Staff responded to questions from the City Council about the installation of an emergency access gate on Ponto Road near Surfside Lane. Some residents of Lanikai Lane Mobile Home Park spoke against having the gate installed and several residents of the La Costa Downs subdivision spoke in favor of having the gate installed. The City Council took no specific action regarding the emergency access gate issue. However, staff was directed to: 1. Return to the City Council with options to address circulation issues raised by residents. 2. Conduct a comprehensive access study at the mobile home park during the summer months and return to the City Council with findings. Staff will conduct these studies in July and August. One of the primary concerns raised by the mobile home park residents was the lack of signalized access at the Carlsbad Boulevard main entrance to/from the mobile home park. Currently intersecting Carlsbad Boulevard, the main entrance to the mobile home park is a right-turn idright-turn out only. A median with natural vegetation separates the northbound and southbound traffic lanes of Carlsbad Boulevard and prevents left-turns at the main entrance. Residents of Lanikai Lane Mobile Home Park have gone on record that they do not want the emergency access gate installed on Ponto Road until a traffic signal is installed at their main entrance. Reasons for installing the traffic signal offered by the mobile home park residents include: 0 improved access - left-turns would be provided. 0 fewer drivers would use Surfside Lane to reach the mobile home park. 0 a U-turn could be provided for northbound Carlsbad Boulevard drivers to return south to the South Carlsbad State Beach campground entrance located at Poinsettia Lane. 0 U-turns on Breakwater Road occurring at the private gate from northbound Carlsbad Boulevard drivers desiring to return southbound on Carlsbad Boulevard to the South Carlsbad State Beach campground entrance at Poinsettia Lane would be reduced. 0 illegal U-turns from the northbound number one lane on Carlsbad Boulevard at Breakwater Road would be reduced. Page 2 of Agenda Bill No. 17 250 For a number of reasons, staff does not support the installation of a traffic signal on Carlsbad Boulevard at the main entrance to the Lanikai Lane Mobile Home Park. To construct a traffic signal at the entrance would require extensive reconstruction of Carlsbad Boulevard prior to installation of the traffic signal. These concerns are addressed in the attached June 18,2003 memorandum to the Deputy Public Works Director, Engineering Services. Reasonable access to and from Lanikai Lane Mobile Home Park is currently provided and is the basis for the staff recommendation that the emergency access gate required by the La Costa Downs specific plan for Ponto Road be constructed. The following five alternatives have been developed that address the access issueskoncerns of the residents of Lanikai Lane Mobile Home Park. Alternative Number 1 Install the emergency access gate on Ponto Road near Surfside Lane. Alternative Number 2 Do not install the emergency access gate until Carlsbad Boulevard is realigned at the Lanikai Lane Mobile Home Park entrance/exit location and a traffic signal is installed. Alternative Number 3 Construct a northbound left-turn lane on Carlsbad Boulevard at Breakwater Road to facilitate U-turns. Alternative Number 4 Negotiate with the State Parks and Recreation Department to construct a re-designed entrance at Poinsettia Lane to the South Carlsbad State Beach campground. Alternative Number 5 Construct a northbound left-turn lane on Carlsbad Boulevard at Island Way to facilitate U-turns. The lack of a northbound U-turn for drivers to return south to Poinsettia Lane where the entrance to the South Carlsbad State Beach campground is located is an ongoing complaint received by staff. Without modifications to the campground entrance at Poinsettia Lane by the State Parks and Recreation Department, these complaints will continue to be received. It is recommended that the City Council direct staff to: 0 Complete the summer traffic study and traffic signal warrant analysis and report the results to the City Council. 0 Develop a final cost estimate for materials and installation of the emergency access gate and report this cost to the City Council when the results of the summer traffic study are presented. 0 Negotiate with the State Parks and Recreation Department to re-design their main entrance at Poinsettia Lane into the South Carlsbad State Beach campground so as to facilitate direct westbound traffic into the campground from Poinsettia Lane. Present a preliminary cost estimate to construct a left-turn lane, including traffic signal modifications, to serve Carlsbad Boulevard northbound U-turns at Breakwater Road if negotiations with the State Parks and Recreation Department are unsuccessful. 0 0 Do not pursue the consideration of Carlsbad Boulevard roadway reconstruction and signalization at the main entrance to the mobile home park at this time. 3 Page3 of Agenda Bill No. 17,250 FISCAL IMPACT: Installation of the emergency access gate will be about $2,300 and would be paid from existing appropriations. Estimated costs of other alternatives vary and preliminary cost estimates would have to be prepared for comparison purposes, which would require staff time and resources to develop. EXHIBITS: 1. AB #17,147- REQUEST BY LANIKAI LANE MOBILE HOME PARKTO GIVE PRESENTATION Leslie Tanner, Lanikai Lane Board Member, 6550 Ponto Drive, and Chair of Stop the Gate Committee, spoke against the instaltation of a gate at Lanikai Lane, which would close access to Ponto Drive from SurFside Lane. Teresa Horak, 6650 Fonto Drive, #108, explained the dangerous conditions that currently exist at Ponto Drive South. She described a situation hhere an ambulance driver could not find his way back onto Carlsbad Boulevard without assistance. Lou Gazo, 6550 Ponto Drive, #152, a resident of Lanikai Lane Mobile Home Park, said it is dangerous to drive in and out of Lanikai Lane Mobile Home Park. He expressed concern for the safety of pedestrians and felt that the bus stop is too close to the entrance of Lanikai Lane Mobile Home Park. Mr. Gazo said that when a trafflc signal is installed, enough room is needed for vehicles to make a U-turn. He noted that many trucks with trailers make a U-turn in front clf Poinsettia Cove in order to access the State d. Mr. Gazo said th for Lanikai e Park residents ng onto Austin Lynas, 6550 Ponto Drive, #140, a resident of Lanikai Lane Mobile Home Park, explained why he felt the traffic study dated November 2002 is inaccurate. He said that a comprehensive traffic study should be done during the summer months when trucks with camping trailers use the entrance to Lani Lahe Mobile Home Park (Breakwater Road and Ponto Drive which is in also the en ce to Poinsettia Cove) as a U-turn area to access the State Beach Campground. He distributed photographs of a truck and trailer making a U-turn in front of Poinsettia Cove (on file in the City Clerk’s Office). Steve Fasching, 6550 Ponto Drive, #2, described the dangerous ingress and egress to he Ladkai Lane Mobile Home Park. ki 6550 Pmto Drive, #108, made a video presentation (not on file in the City demonstrating the dangerous traffic situation and potential conflicts 5 April 22,2003 Carlsbad City Council Meeting Page 5 among vehicles, pedestrians and bicyclists at the intersection of Ponto Drive, Breakwater Road at Carlsbad Boulevard. He submitted a copy of the "Analysis of Vehicular access to Lanikai Lane Mobile Home Park Via Ponto Drive" dated September 2001; a copy of correspondence dated July 31,2000 to Tommy White from Jim Murray, Associate Engineer; and, two photographs of Carlsbad Boulevard. Mr. Horack also submitted for the record three black and white photographs of vehicles traveling from Lanikai Lane Mobile Home Park onto Ponto Drive and turning right onto Breakwater Road (all on file in the City Clerk's Office). ,. Mike Hollins, 6550 Ponto Drive, #80, President of the Lanikai Lane Mobile Home Park Home Owners' Association, submitted a petition signed by resident of Lanikai Lane Mobile Home Park requesting that the City not install the "Knox box" at Ponto Drive and Surfside Lane. Mr. Hollins said that the residents question the accuracy of the traffic study and feel that a gate is not necessary. Mr. Hollins suggested that a new traffic signal be installed at Lanikai Lane and Carlsbad Boulevard with enough room for a u- turn. He also said that Ponto Road should be closed and the asphalt replaced with landscape. Mr. Hollins said that the residents of Lanikai Lane Mobile Home Park need to have a safe entrance and exit into their Mobile Home Park. Leslie Tanner, Lanikai Lane Board Member, 6550 Ponto Drive, and Chair of Stop the Gate Committee, explained that if a gate is installed, residents of Lanikai Lane Mobile Home Park going South on Carlsbad Boulevard, would need to make a U-turn at Breakwater Road and then immediately get into the right hand deceleration lane in order to enter Lanikai Lane Mobile Home Park. ,e David Seeley, a resident of La Costa Downs, said he lives on Surfside Lane, which is currently one of the entrances to Lanikai Lane. He introduced Brian and Teresa Ross. Brian Ross, 6506 Surfside Lane, a resident of La Costa Downs, said that the transition from the Surfside Lane CUI de sac to Ponto Road is not designed to be a permanent access. He said that Surfside Lane is a very narrow street and the CUI de sac was designed to be a closed CUI de sac. Mr. Ross asked that the Surfside Lane become a closed CUI de sac soon. Teresa Ross, 6506 Surfside Lane, expressed concern for the safety of children who play in the open CUI de sac. She asked that Surfside Lane become a closed CUI de sac. Mr. Seeley explained that the residents of La Costa Downs and Lanikai Lane Mobile Home Park have been meeting together over the past several months. He said the two issues are that the entrance to Lanikai Lane Mobile Home Park should have a traffic signal and allow ingress and egress going north and south safely. He said this would provide an opportunity for a safe U-turn for trucks and trailers to access the State Beach. Mr. Seeley said that the other issue is that the residents are concerned about the design of the intersection at Breakwater Road and Carlsbad Boulevard. Mr. Seeley said that the residents had requested that another traffic study be done after Poinsettia Park was completely occupied. He noted that the study was issued in November 2002; however, the residents only received a copy on March 20, 2003. Mr. Seeley said there should be no further delay in installing the Knox-box. He noted that the La Costa Downs Master Plan calls for a gate to be installed when the Lanikai Lane Mobile Home Park had its own permanent access onto Carlsbad Boulevard. April 22,2003 Carlsbad City Council Meeting Page 6 In response to Council, Bob Wojcik, Deputy City Engineer, reviewed pertinent sections of the La Costa Downs Specific Plan 201. He said that the according to the Specific Plan 201 , Ponto Drive/Surfside Lane connection is to be considered temporary until access to Carlsbad Boulevard is constructed. Mr. Wojcik explained that in the future, the portion of Carlsbad Boulevard in front of Lanikai Lane Mobile Home Park, would be realigned. He said that if a traffic signal were installed at the entrance of Lanikai Lane Mobile Home Park, it would need to be removed and replaced during construction of the' realignment of Carlsbad Boulevard. In response to Council, he discussed costs related to traffic signalization and road improvements. , , In response to Council, Bob Johnson, Deputy City Engineer, explained why the State Beach campground has the current configuration for the entrance. In response to Council, Mr. Johnson described the bus stop installed by North County Transit District near Lanikai Lane Mobile Home Park. Mr. Johnson also discussed several locations where a U-turn could be built that would be convenient for the State Beach campers. Ron Ball, City Attorney, explained that the item before Council this evening is to only receive and accept the report. Mr. Ball said upon Council's direction, an item could be placed on a future agenda for Council's direction and action. * Council Member Kulchin said she would like to have a traffic study done during summer months, when the State Beach campgrounds are heavily used. Mayor Lewis said he would like to investigate the possibility of installing a traffic signal at the entrance of Lanikai Lane Mobile Home Park, even if it would need to be removed when Carlsbad Boulevard is realigned. He noted that the date of realignment is not known at this time and might not occur for many years. Mayor Lewis asked that other options be suggested to Council in the future. In response to Mayor Lewis, Mr. Johnson said that Surfside and Ponto are both public streets. Mr. Johnson said that staff would schedule a future Council Agenda Item to consider conducting a traffic signal warrant analysis at the Lanikai Lane Mobile Home Park main entrance, recognizing it is currently a "T" intersection; consider conducting traffic studies this summer on Carlsbad Boulevard; and, consider conducting an evaluation at Breakwater Road during the summer. Mr. Johnson also stated he could look at any options and bring them back. Council concurred with Mr. Johnsonk comments and accepted the report. Mayor Lewis declared a recess at 752 p.m. Council reconvened at 8:OO p.m. with all members present. 7 June 18,2003 TO: DEPUTY PUBLIC WORKS DIRECTOR, ENGINEERING SERVICES FROM: Deputy City Engineer, Transportation LANIKAI LANE MOBILE HOME PARK ACCESS ISSUES Staff was directed by the City Council on April 22, 2003 to investigate ingresdegress alternatives at the Carlsbad Boulevard main entrance to the mobile home park. This memorandum presents alternatives for consideration. Alternative No. 1 Staff previously recommended to the City Council that an emergency access gate with a knox lock be installed on Ponto Road at its intersection with Surfside Lane. This gate was a condition of the La Costa Downs specific plan. This alternative reaffirms the staff recommendation. Alternative No. 2 Residents of Lanikai Lane Mobile Home Park have asked that no action be taken with respect to the emergency access gate until a future traffic signal is installed where the main entrance of Lanikai Lane Mobile Home Park intersects Carlsbad Boulevard. If a traffic signal is constructed, drivers southbound on Carlsbad Boulevard would be able to make left-turns into the mobile home park as would left-turns out of the mobile home park to proceed south on Carlsbad Boulevard. Additionally, a northbound left-turn lane could be constructed to exclusively serve northbound U-turning driving that desire to return south on Carlsbad Boulevard. The drivers that U-turn would be able to access the South Carlsbad State Beach campground entrance located at Poinsettia Lane. Alternative No. 3 Concerns about northbound Carlsbad Boulevard drivers not being able to U-turn could be addressed by constructing a northbound left-turn lane at Breakwater Road that would exclusively serve U-turning vehicles. Drivers negotiating the U-turn would be able to access the South Carlsbad State Beach campground entrance at Poinsettia Lane. June 18,2003 LANIKAI LANE MOBILE HOME PARK ACCESS ISSUES Page 2 Alternative No. 4 If a re-design of the main entrance is approved by the State of California Parks and Recreation Department, this alternative would allow direct westbound access into the South Carlsbad State Beach campground from westbound Poinsettia Lane. When the entrance was reconfigured several years ago, this option was rejected by State officials. Their concern was that a long queue would develop when vehicles enter the campground and stop to register at the ranger station and that this queue would extend into the intersection of Carlsbad Boulevard/Poinsettia Lane. Alternative No. 5 A northbound Carlsbad Boulevard left-turn lane at Island Way would be constructed with this alternative to permit exclusive U-turns for northbound drivers to return south on Carlsbad Boulevard. Cost Considerations Staff has not developed detailed cost estimates for each alternative. However, the range of costs vary from several thousand dollars to install the emergency access gate on Ponto Road to well in excess of $300,000 to install a traffic signal and reconstruct Carlsbad Boulevard at the Lanikai Lane Mobile Home Park main entrance intersection with Carlsbad Boulevard (Alternative No. 3). The northbound lanes of Carlsbad Boulevard are higher in elevation than the southbound lanes where the mobile home park main entrance intersects Carlsbad Boulevard. To accommodate the northbound U-turn lane and also the southbound left-turn lane into the mobile home park would require that the southbound lanes of Carlsbad Boulevard be raised in elevation to match the northbound lanes. There would also need to be an appropriate transition of the southbound lanes to rise in elevation to "meet" the new intersection created at the main entrance and then to transition back to the existing southbound Carlsbad Boulevard road grade near Breakwater Road. Raising the elevation of Carlsbad Boulevard in this manner would require significant issues to be addressed such as earthwork, drainage, horizontal and vertical curvature of Carlsbad Boulevard, bicycle and pedestrian traffic, stopping sight distance, soil conditions, and environmental conditions in the existing natural vegetation median. These design factors influence the ultimate cost to achieve a signalized intersection at this location. The answer is yes. The City Council adopted Ordinance No. NS-153 on June 25, 1991 approving Specific Plan 201 establishing development standards for the La Costa Downs property, including the provision for the emergency access gate. The other question about the length of the remaining lease will require some research. Barabara Nedros will get a file from Iron Mountain that may have the info. I will still check with Michael H. and Debbie F. to see if they have the answer. La Costa Downs Knox Box Gate w City Council Meeting & ?4qi Bill Wisener presenting Julyl5, 2003 - The La Costa Downs Specific Plan (“SP-201”) assures all the homeowners and property owners of La Costa Downs that the temporary access between Surfside Lane and Ponto Drive will be closed once permanent access to Carlsbad Blvd. via Breakwater is made available for the residents of Lanikai Lane. The conditions required to eliminate the temporary access were met in March 2001 Although there may be questions about the desirability of the access designed by the Carlsbad City Engineers there is no question that the residents have access without the need to use the Surfside Lane connector to Ponto Drive. The Lanikai residents can enter the Mobile Home Park fiom either the Northbound or Southbound lanes of Carlsbad Blvd. and they can enter Carlsbad Blvd. to travel North andor South fiom the Park. . The light installed at Breakwater allows controlled access to Lanikai Lane Mobile Home Park in a safe and legal manner. The light reacts quickly to cars entering Carlsbad Blvd. fiom Breakwater and to cars in the left turdU-turn lane queued to either turn into Poinsettia Cove or to make a U-turn to come Northbound on Carlsbad Blvd fiom the southbound lanes of Carlsbad Blvd. at the Breakwater intersection. Since the U-turn is not activated until the northbound traffic on Carlsbad Blvd. is stopped, there is no danger in crossing the lanes to exit right into Lanikai Lane. Ponto Drive is not designed for two-way trfic. The roadway is only 16 feet wide, which only allows 8 feet for each lane. This is basically the same width as a driveway for a two-car garage. Since there is no shoulder, bike lane or sidewalk the 8 foot lanes are also shared by pedestrians, both with and without pets, skateboards, scooters, bicycles, tricycles and baby carriages. It is unlikely that the City of Carlsbad would approve a roadway shared by motor vehicles, conveyances, people and pets that is this narrow if Lanikai Lane was attempting to develop Ponto Drive today. Once closed it will make a wonderful promenade. The stop sign at the intersection of Ponto Drive and Surfkide Lane is often not obeyed by those traveling North on Ponto Drive. The morning of July 8,2003 I was leaving my home at 4:OO a.m. and turning around in the cul-de-sac basin. A car was coming down Ponto Drive and neither slowed nor stopped at the stop sign. This car almost hit me as I was making my legal turn-around in the cul-de-sac. Also Lanikai Lane visitors and residents travel down Surfside at a high rate of speed when either entering the Mobile Home Park via Surfside Lane and Ponto Drive or leaving the Mobile Home Park via Ponto Drive and Surfside Lane. This makes it dangerous for children and adults crossing the street andor exiting their parked cars. The motor home traffic attempting to enter the State Campground fiom Northbound Carlsbad Blvd. creates difficulty for everyone. They try to make U-turns at Breakwater as well as Island Way. They make illegal left turns at Island Way fiom Northbound Carlsbad Blvd. Although we agree something needs to be done about this it is a separate issue not associated with the Knox box gate. Even a sign at Poinsettia telling them they can make a U-turn three trait signals North, by the Hilton, would be helpful. The residents and property owners of La Costa Downs believe that the city has provided “adequate” ingress and egress to Lanikai Lane Mobile Home Park without the need to use Surfside Lane. We believe the Knox box gate should be installed without Mer delay. We believe that enough space should be left to allow for pedestrian and bicycle traffic between the two communities.
