TITLE: APPROVE PLANS AND SPECIFICATIONS
AND AUTHORIZE ADVERTISEMENT OF BIDS FOR
MONROE STREET SWIM COMPLEX FILTRATION AND
HEATING REPLACEMENT PROJECT

RECOMMENDED ACTION :
It is recommended the City Council Adopt Resolution No. approving the plans and specifications and authorizing the advertisement of bids for the Monroe Street Swim
Complex Filtration and Heating Replacement Project, City Project No. 38981.

ITEM EXPLANATION :
The Carlsbad Swim Complex located on Monroe Street has been in continuous operation for
over twenty years. The equipment is now over 22 years old, which is well beyond it’s life
expectancy. Further repairs to the equipment would be extensive and economically impractical.
In addition, the technology for pool filtration and heating systems has advanced, making the
existing system obsolete. The declining condition of the equipment, coupled with it’s gradual
obsolescence, has created a need for replacement of the entire system. Staff, therefore,
recommended the existing filtration and heating system be replaced with a new system in the FY
2002 - 2003 CIP. The design is now complete and construction set of documents are ready for
advertisement of bids.
The City’s design consultants from the Aquatics Design Group have prepared plans and
specifications for an updated filtration and heating system. This proposed system will reduce
utility and operating costs by providing superior electrical efficiency and eliminating repeated and
time consuming manual cleaning of the filter system.
The project design plans and specifications are complete and all permits and entitlements have
been obtained. The plans and specifications are available in the Recreation Department for
review.
Construction of the project is anticipated to begin on November 3, 2003. Three weeks later, a
temporary pool closure will be required to enable the contractor to install the new equipment.
Staff has prepared and incorporated into the construction documents a “Fixed Construction
Schedule” which communicates to the contractor the available pool closure period from
November 24, 2003 to December 12, 2003. To encourage the contractor’s compliance with the
fixed schedule and to ensure re-opening of the pool on time, the contract provides for the
assessment of liquidated damages should the contractor’s work extend beyond the December
12, 2003 deadline.
This particular period of time for the temporary pool closure was selected due to the relatively low
public usage of the facility. Additionally, this period of time is the transition period from the High
School Fall sports programs to the Winter sports programs. There will be some temporary
jisplacement of activities during this approximately 3 week period. Recreation staff will initiate a
wogram of advance notification to public pool users and High School program users with
recommendations to make other pool arrangements during this temporary closure period of time.

Funding for the project is contained within the City's Capital Improvement Program. This
project has been determined by the Planning Director to be exempt from the California
Environmental Quality Act as a Class 1 Categorical Exemption (maintenance and repair of
existing municipal facilities) pursuant to Section 15301 (d).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, APPROVING THE PLANS AND
SPECIFICATIONS AND AUTHORIZING THE
ADVERTISEMENT OF BIDS FOR THE MONROE STREET
SWIM COMPLEX FILTRATION AND HEATING
REPLACEMENT PROJECT, CITY PROJECT NO. 38981
WHEREAS, the City Council of the City of Carlsbad, California, has previously appropriated
funds in the FY 2002 - 2003 and FY 2003 - 2004 CIP budget for the Monroe Street Swim Complex
Filtration and Heating Replacement Project, hereafter referred to as the “Project”; and
WHEREAS, the design plans and specifications for the project are complete, available for review
in the City’s Recreation Department, and ready for advertisement of construction bids; and
WHEREAS, a copy of the design plans and specifications are on file with the Carlsbad City
Clerk; and
WHEREAS, the City Council does hereby find it necessary, desirable, and in the public interest
to proceed with the Project at this time.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the City Council does hereby approve the plans and specifications for the Project and
authorizes the City Clerk, in accordance with State Law, to advertise for bids for construction of
said Project.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held
on the 22nd dayof JULY ,2003 by the following vote, to wit:
