ITEM EXPLANATION:
Olivenhain Pioneer Elementary School is served by a one-way driveway from Calle Acervo and is
located at the intersection of Calle Acervo/Calle Cordoba. This intersection is essentially a
three-leg intersection with the fourth leg being the southbound one-way school driveway.
When the new school year starts in August, school busing will not be provided by the Encinitas
Union Elementary School District. This will result in about 200 additional students using private
transportation to the school. The Calle Acervo/Calle Cordoba intersection was congested during the last school year both before and after the school day. Many different vehicle turning
movements and vehicle/pedestrian conflicts occur at this intersection. This is partially a result of
parents parking on Calle Acervo and the side streets and waiting for their children or when they
park and walk their children to and from school. High school traffic and other through traffic also
use this intersection. Pedestrian crossings of Calle Acervo at the Calle Cordoba intersection is
prohibited by signs, however, many parents and children ignore the signs and cross at this
location.
An all-way stop exists on Calle Acervo several hundred feet easterly of Calle Cordoba where the
one-way school driveway exits on Calle Acervo. Establishing an all-way stop at the Calle Acervo/Calle Cordoba intersection will assign right-of-way to vehicles and pedestrians.
Currently, a stop sign is installed on Calle Cordoba at the Calle Acervo intersection.
At their July 7, 2003 meeting, the Traffic Safety Commission reviewed the request to establish an
all-way stop at the Calle Acervo/Calle Cordoba intersection. By a 5-0 vote, the Commission
recommended that an all-way stop be established for purposes of assigning right-of-way at this
school intersection.
FISCAL IMPACT:
Installation of stop signs, stop ahead signs, pavement legends, and yellow school crosswalks at
the Calle Acervo/Calle Cordoba intersection will cost about $1,000.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER
10.28 OF THE CARLSBAD MUNICIPAL CODE TO REQUIRE
STOPS ON CALLE ACERVO.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1: That Title 10, Chapter 10.28 of the Carlsbad Municipal Code is amended by
the addition of Section 10.28.660 to read as follows:
“1 0.28.660 Calle Cordoba. Drivers shall stop where the following
described street intersects Calle Cordoba:
Calle Acervo.”
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
.he City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
iublished at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
15) days after its adoption.
