ENG W CITY OF CARLSBAD - AGENDA BILL I TITLE: INTERIM STRIPING AND FUTURE WIDENING OF THE EL CAMINO REAL BRIDGE OVER SR-78 DEPT. HD. CITY ATTY. CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 200,3-204 supporting the re-striping on the SR-78/EI Camino Real bridge and initiation of the Project Study Report (PSR) for future widening of the bridge and for Carlsbad to commit to collaborate with Oceanside and Caltrans in identifying funding for the enhancements identified through the PSR process. ITEM EXPLANATION: El Camino Real over State Highway 78 is a narrow, four-lane roadway with severe congestion in the peak hour and other times of high traffic volume usage. An interim increase in capacity can be achieved by re-striping El Camino Real on the bridge to add one additional through traffic lane in each direction until the bridge is widened. At that time standard lane widths and shoulders will provide additional capacity. A re-striping plan has been prepared by Oceanside and reviewed and approved by Carlsbad. Caltrans has reviewed and approved the plan and issued an encroachment permit for this work that is situated in the Caltrans right-of-way. Minor lane transitions will occur in Carlsbad and Oceanside, however, the majority of the work is on the bridge in the Caltrans right-of-way. Oceanside will fund the re-striping and complete the work with a private contractor. Caltrans is requiring that both Carlsbad and Oceanside commit to identifying funding for future enhancements to the bridge that would occur from a widening project. The bridge widening requirements and costs would be identified in a Project Study Report (PSR). Oceanside will assume the lead role to prepare the PSR. Funding is currently available from Oceanside’s local TransNet money through SANDAG for the Project Study Report and preliminary engineering. Carlsbad will not be asked to financially participate in developing the PSR and preliminary engineering. Future bridge widening funds that will need to be identified could be received from State, regional, and local funding. In the future, Carlsbad and Oceanside will need to determine the appropriate proportional share of funding required by each City for the ultimate bridge widening. At this time, no funds have been programmed into the Carlsbad Capital Improvement Program for future widening of the bridge. WHEREAS, the City Council of the City of Carlsbad, California, has determined that the -e-striping of El Camino Real over the State Highway 78 bridge to provide six through traffic lanes 3s an interim configuration will help alleviate congestion; and WHEREAS, the City Council of the City of Carlsbad, California, supports the City of 3ceanside taking the lead in the temporary re-striping project on the bridge; and WHEREAS, the City Council of the City of Carlsbad, California, recognizes that the Jltimate project at this location is the full widening of the El Camino Real bridge structure over State Route 78 to meet Caltrans standard lane and shoulder width requirements; and WHEREAS, the ultimate project is identified in the regional SANDAG program funds for :ompleting the preliminary engineering and Project Study Report (PSR); and WHEREAS, the City of Oceanside will be the lead agency in conducting the preliminary mgineering and PSR for the ultimate bridge widening project. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, >alifornia, as follows: 1. 2. That the above recitations are true and correct. That the City Council is committed to identifying funds for the ultimate bridge rvidening project from State, regional, and local funds. That the City of Carlsbad staff and City of Oceanside staff will develop a fair share proportional cost sharing arrangement for the ultimate bridge widening to be approved by both City Councils.
