CITY ATTY@ CITY MGR. % ~ TITLE: APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZATION TO ADVERTISE FOR BIDS FOR AVENIDA ENCINAS SEWER REHABILITATION RECOMMENDED ACTION: Adopt Resolution No. 2003-215 approving plans and specifications and authorizing the City Clerk to advertise for bids for the Avenida Encinas Sewer Rehabilitation. ITEM EXPLANATION: The North Batiquitos Interceptor Sewer extends from El Camino Real north of Batiquitos Lagoon to the railroad right-of-way north of Poinsettia Lane. The Avenida Encinas Sewer is a portion of the North Batiquitos Interceptor which lies south of Poinsettia Lane in and near Avenida Encinas, as shown on Exhibit “1.” In response to localized odor problems and deterioration of the Avenida Encinas pipeline’s access holes, plans and specifications for the project have been developed to include the replacement of three (3) deteriorated access holes, as well as other sewer pipeline system improvements and repaving approximately 150 lineal feet of Avenida Encinas near its intersection with Loganberry Drive. The material specified for the replacement access holes was selected for its high corrosion resistance, which will provide increased life expectancy of the Avenida Encinas interceptor. The pipeline system improvements include the construction of approximately 150 lineal feet of 12-inch diameter air jumper pipeline, which will eliminate any trapped sewer gasses (hydrogen sulfide) by conveying them downstream along with the wastewater for treatment at the Encinas Wastewater Authority’s treatment facility. The improvements will also reduce sulfuric acid attack (caused by hydrogen sulfide) on the access holes of the sewer. The improvements described above are proposed to eliminate any localized odor problems in the area, and significantly increase the life expectancy of the access holes in the Avenida Encinas Sewer. ENVIRONMENTAL REVIEW: The proposed rehabilitation work is exempt from CEQA California Code of Re ulations Section 15301 (d) (“restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment.. . .‘I). Therefore, the project satisfies the requirements to be determined exempt under Section 15301 (d), and a Notice of Exemption will be filed by the Planning Director. FISCAL IMPACT: The estimated cost to complete this project is: The total estimated cost for this project is $276,300. The project is will be funded from the Sewer Operations Fund ($208,300) and the Gas Tax Component of the Pavement Management Fund ($68,000). WHEREAS, the City Council of the City of Carlsbad, California, has determined it necessary, desirable, and in the public interest to rehabilitate a portion of the North Batiquitos Interceptor Sewer within and near Avenida Encinas and repave approximately 150 lineal feet of Avenida Encinas near the intersection of Loganberry Drive; and WHEREAS, the plans and specifications for furnishing all labor, material, tools, equipment, transportation, and other expenses necessary or incidental for said project have been prepared and are on file in the Engineering Department of the City of Carlsbad and are incorporated by reference herein; and WHEREAS, sufficient Sewer Operations Funds and Pavement Management Funds have been appropriated and are available for this project; and WHEREAS, the project is exempt from the California Environmental Quality Act pursuant to CEQA Section 15301 (d). NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, Zalifornia, as follows: 1. 2. That the above recitations are true and correct. That the plans, specifications, and contract documents as described above, and on file in the City’s Engineering Department, for the Sewer Rehabilitation in and near Avenida fncinas, are hereby approved.
