ENG TITLE: - AUTHORIZATION TO ADVERTISE FOR BIDS FOR FROM TAMARACK AVENUE TO CHESTNUT AVENUE PROJECT NO. 3891 CONSTRUCTION OF THE EL CAMINO REAL SEWER PIPELINE CITY MGR. RECOMMENDED ACTION: Adopt Resolution No. 2003-217 approving plans and specifications and authorizing the City Clerk to advertise for bids for construction of the El Camino Real Sewer Pipeline from Tamarack Avenue to Chestnut Avenue, Project No. 3891. ITEM EXPLANATION: There are twenty (20) parcels of land located along El Camino Real between Tamarack Avenue and Chestnut Avenue that presently do not have access to a public sewer. Existing residences in this area use private on-site septic tanMleach fields for wastewater disposal. To provide public sewer access to these twenty parcels, the City Council approved construction of the El Camino Real Sewer Pipeline from Tamarack Avenue to Chestnut Avenue (Project No. 3891) on January 22, 2002 by Resolution Number 2002-037. Project No. 3891 allows for construction of an 8-inch diameter sewer pipeline beginning at an existing sewer pipeline at Tamarack Avenue and extending northerly approximately 4,350-feet towards Chestnut Avenue as shown in Exhibit 1. Project No. 3891 includes manholes and a service lateral for each of the 20-parcels. A 524-foot 6-inch service lateral will extend within a private utility easement to provide service to 5 of the parcels. The estimated construction cost for Project No. 3891 is $375,000. The El Camino Real Sewer is included in the North Agua Hedionda Interceptor sewer system as shown in the City’s Sewer Master Plan. ENVIRONMENTAL REVIEW: A Negative Declaration was prepared for Project No. 3891. The City of Carlsbad’s Planning Director approved the Negative Declaration for this project on December 30, 2001. The Negative Declaration went through a 20-day review period and no comments were received. FISCAL IMPACT Funding for Project No. 3891 is provided from the Sewer Replacement Fund and $420,000 was appropriated on January 22, 2002 by Agenda Bill #16,529, Resolution Number 2002-037. The estimated cost to complete this project is: Sufficient funds are currently available in the Project No. 3891 account for construction of the El Camino Real sewer pipeline. EXHIBITS: 1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO ADVERTISE FOR BIDS FOR CONSTRUCTION OF THE EL CAMINO REAL SEWER, PROJECT NO. 3891. WHEREAS, the City Council of the City of Carlsbad, California, has determined it iecessary, desirable, and in the public interest to construct the El Camino Real Sewer, 'roject No. 3891 ; and WHEREAS, the El Camino Real Sewer is included in the North Agua Hedionda Interceptor ;ewer system as shown in the City's Sewer Master Plan; and WHEREAS, the plans and specifications for furnishing of all labor, materials, tools, Zquipment, transportation, and other expenses necessary or incidental to Project No. 3891 have ieen prepared and are on file in the Public Works-Engineering Department of the City of Carlsbad md are incorporated herein by reference; and WHEREAS, the estimated cost of Project No. 3891 is $420,000, and there are sufficient unds from the $420,000 appropriation from the Sewer Replacement Fund which was authorized )y Agenda Bill #16,529, Resolution Number 2002-037, on January 22, 2002; and WHEREAS, a Mitigated Negative Declaration and Mitigation Monitoring Program has been tdopted by Planning Commission Resolution No. 5343, dated February 19, 2003, as required by he California Environmental Quality Act; and NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, :alifornia, as follows: 1. 2. That the plans, specifications, and contract documents on file in the Public Works- hgineering Department of the City of Carlsbad for Project No. 3891 (El Camino Real Sewer) are ereby approved.
