RECOMMENDED ACTION:
Receive and consider presentation from the City of Encinitas for the potential joint-
acquisition of property for Open Space/Habitat Conservation purposes.
ITEM EXPLANATION :
The City Council provides an opportunity for citizens and organizations to have an item
placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a
letter (Exhibit I) from Kerry Miller, City Manager, City of Encinitas, requesting the
opportunity to make a presentation to the Carlsbad City Council regarding the potential
partnership between the City of Encinitas and the City of Carlsbad in the acquisition of
property to be used for Open Space/Habitat Conservation.

Subject: Request to meet with the Carkibad City Council at their August 19,2003
Meeting to Discuss Participating with the City of Enchitas to Acquire
Property for Open Space/Habitat Conservation Purposes
Dear $&ea:
The City of Encinitas is pursuing grant fimding opportunities to purchase approximately
51 acres of vacant land in and adjacent to Batiquitos Lagoon fa purposes of open
spacehabitat conservation, and potential wetland restoration. The acquisition site crosses
the boundary between the Cities of Encinitas and Carlsbad at La Costa Avenue,
approximately '/* mile west of El Camit10 Real. Most of the property (approximately 47
acres) is located south of La Costa Avenue in Encinitas, and the remaining four acres is in
Carlsbad within the Batiquitos Lagoon.
The acquisition site is identified in the Multiple Habitat Consemaiion Program (MHCP)
subregional plan for conservation, and is located within the Focus Planning Areas @PA)
of both Carlsbad and Encinitas. The FPA is where a pmanent preserve system is to be
assembled and managed for its biological resources. This property contains Freshwater
Marsh, Braclcish Marsh, Willow Scrub, Coyote Brush, Diegan Coastal Sage Scrub, and
Non-native Grassland habitats, and is utilized by several sensitive species, including the
federally threatened Coastal Cdifomia Gnatcatcher.
The City ofhcinitas has recently submitted an application to the Southern Califamia
Wetlands Recovery Project (WRP) far grant funding of $3.1 million to acquire this
approximately 51-acre site, The WRP is a partnership of 17 federal and state agencies
working with local government, businesses, and the environmental community to
implement a regional wetlands recovery strategy for coastd Southern Califda. An
essential component to WRI? hdmg is local partnership and financial commitment.
Representatives of the City of Encinitas, including Deputy Mayor Maggie Houlihan,
would like to have a discussion with the Carkbad City Council to consider a financial
partnership with Encinitas to acquire this important property. Since time is of the essence, we would like to meet with the City Council befbre their upcoming recess. I
understand the last available meeting date before the break is August 19.
