TITLE:
ESTABLISH A NO PARKING ZONE
ON THE NORTH SIDE OF CASSIA ROAD
CITY MGR. -22-
RECOMMENDED ACTION:
Introduce Ordinance No. NS-672 to establish a NO PARKING zone on the north side of
Cassia Road from Poinsettia Lane to its intersection with El Camino Real.
ITEM EXPLANATION :
Cassia Road is a two-lane collector road one-half mile in length that intersects Poinsettia Lane on
the west and El Camino Real to the east. Traffic lanes are separated by a double-yellow centerline
stripe and the road varies in width between 32 and 40 feet. Cassia Road has a posted speed limit
of 35 miles per hour and a 24-hour Average Daily Traffic (ADT) volume of about 4,200 vehicles
near El Camino Real, and about 2,000 vehicles near Poinsettia Lane.
When Cassia Road was constructed, a No Parking zone was established on the north side
of Cassia Road beginning at El Camino Real and continuing to a point 800 feet west of
Nicolia Drive. A No Parking zone was also established on the south side of Cassia Road from
El Camino Real to about 630 feet westerly of Nicolia Drive.
Three streets intersect Cassia Road as indicated on Exhibit 1. Where parking is allowed at the
intersections of Kalmia Circle (east) and Kalmia Circle (west), corner sight distance is sometimes
limited for drivers exiting the side street when they view approaching vehicles on Cassia Road.
Staff measurements of corner sight distance availability when vehicles are parked near the
intersection found the available distance to be less than required for a street with a 35 mile per
hour posted speed limit. There have been no reported collisions on Cassia Road that had an
associated factor of a parked vehicle.
At their meeting of June 2, 2003, the Traffic Safety Commission considered extending the existing
No Parking zone on the north side of Cassia Road westerly to Poinsettia Lane. By a 3-0 vote,
the Commission recommended that no parking be allowed on the entire north side of Cassia Road
from Poinsettia Lane to El Camino Real.
FISCAL IMPACT:
Installing six NO PARKING ANYTIME signs will cost about $750.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.40, OF THE CARLSBAD MUNICIPAL CODE BY THE ADDITION
OF SECTION 10.40.1 28 TO DECLARE A NO PARKING ZONE ON THE NORTH SIDE OF CASSIA ROAD FROM POINSETTIA LANE TO ITS INTERSECTION WITH EL CAMINO REAL.
The City Council of the City of Carlsbad, California, hereby ordains as follows:
SECTION 1 : That Title 10, Chapter 10.40 of the Carlsbad Municipal Code is amended by
he addition of 10.40.1 28 to read as follows:
"1 0.40.128 Parkinq Restricted on Cassia Road.
There will be no parking on the north side of Cassia Road from
Poinsettia Lane to its intersection with El Camino Real."
EFFECTIVE DATE: This ordinance shall be effective thirty (30) days after its adoption and
he City Clerk, City of Carlsbad, shall certify to the adoption of this ordinance and cause it to be
iublished at least once in a newspaper of general circulation in the City of Carlsbad within fifteen
15) days after its adoption.
INTRODUCED AND FIRST READ at a regular meeting of said City Council held on the
9th dayof SEPTEMBER , 2003, and thereafter,
