TITLE: NEW CLASSIFICATION OF PRODUCTION
TECHNICIAN, RECLASSIFICATION OF OFFICE SPECIALIST
I1 AND AMENDING THE GENERAL EMPLOYEES SALARY
SCHEDULE

RECOMMENDED ACTION:
f 2003-248 Adopt Resolution No. approving the new classification of Production Technician, and
reclassifylng the position of Office Specialist II to Production Technician and amending the General
Employees’ Salary Schedule.
ITEM EXPLANATION:
The Media Service division of the Library was created in conjunction with the opening of the Dove
Library, Schulman auditorium and expanded meeting facilities. The staffing plan for the new facility
was approved in the FY 1998 - 1999 budget. The vision for the Media Services Department has
transitioned successfblly from the provision of basic meeting services at the library facility to
delivering Library programming and services into the community. The expansion of Library services
is largely as a result of video and live feed productions capturing Library programs in the Schulman
auditorium. Many part-time technicians, contractors and administrative staff are utilized to fulfill the
vision of the Library and support the needs of the community. Staff proposes the new classification
of Production Technician as a response to the community’s demand to access public meeting facilities
through videotape programming and multi-media presentations. The job description is submitted for
Council review and consideration as Attachment A and the amended salary schedule as Attachment
B.
BACKGROUND:
Over the past several years, Media Services and the City have expanded their ability to bring Library
programs, concerts, and community events directly into the homes of the citizens of Carlsbad. At its
inception in 1999, Media Services focused their efforts on the necessary support systems to
coordinate programs, concerts and community events and meetings. The focus shifted during the past
two years and now lies in the delivery and development of technological services to the community.
Media Services is meeting the need for improved quality, quantity, diversity and sophistication of
productions by developing the knowledge, skills and abilities of in-house staff to deliver
technological services rather than significantly increasing outside cost. As a result of staff
development the division is now positioned as a competitor in the arena of government programming.
Recent productions include the “Education Awards Ceremony”, “Down on the Farm”, “Once on This
Island” and “An Evening with Mark Salzman” as well as proposed projects like talking books for the
deaf and disabled. Another result of staff development is that the volume of services has also
expanded and is capable of further expansion. During the 2002 calendar year 1,321 events were held
in the Schulman Auditorium, which represents an increase of more than 300 programs over the
previous two years.
Other Media Services technology includes the development of their website which has provided
public access to historic photo collections, local history and a catalogue of video productions. The

website is under continual construction and development and provides a valuable range of changing
services that are available to the community via remote access.
The Office Specialist 11 position has evolved from a clerical role into a technical support role that is
capable of meeting the support needs for video and media production and developing new
technological services for Media Services. This position also serves as a lead for part-timers and
contractors. The incumbent’s responsibilities are to direct staff on various productions, to operate,
edit and provide technical support work for audio-visual and computer system related equipment and
to cover patron or City-wide events. Based on the analysis and comparison of duties to comparable
classifications in the City, as well as outside agency data, staffs recommendation is to place the
Production Technician in the General Employees Salary Schedule at Grade 39, $35,007 - $42,55 1.
Staff has met and conferred with the Carlsbad City Employees’ Association regarding the changes to
the General Employees’ Salary Schedule as shown in Attachment B and the classification description
shown in attachments A.
Staff recommends and submits for the City Council’s approval the new classification of Production
Technician. Further staff recommends that the position of Office Specialist I1 be reclassified to this
new classification and that the changes be reflected in the General Salary Schedule as proposed on
Attachment B to the attached Resolution.
FISCAL IMPACT:

The overall fiscal impact is approximately $5000 which includes salary and benefits associated with
this position. The Library has indicated that it has adequate funding for the reclassification of the
Office Specialist 11 to the Production Technician.

CLASSIFICATION SPECIFICATION OF PRODUCTION
TECHNICIAN AND RECLASSIFYING AN OFFICE
SPECIALIST I1 TO PRODUCTION TECHNICIAN IN THE
LIBRARY AND AMENDING THE GENERAL EMPLOYEES
SALARY SCHEDULE.
WHEREAS, it is recommended that a new classification of Production Technician is
established to recognize the technological and production duties of the position in the Media
Services Division of the Library; and
WHEREAS, it is desirable to reclassify the position of Office Specialist I1 to Production
Specialist to recognize the new technological and production responsibilities added to this
position.
WHEREAS, the City and the Carlsbad City Employees’ Association have met and
conferred on the impacts of this recommendation on their respective represented employees.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council adopts the classification of Production Technician, as
described in Attachment A, attached hereto and made a part thereof.

Salary Schedule to include the Production Technician in range 39, as shown in Attachment B,
attached hereto and made a part thereof.

CLASS SPECIFICATION
JOB TITLE: PRODUCTION TECHNICIAN
DEPARTMENT: VARIOUS
BASIC FUNCTION:
Production Technicians perfom paraprofessional level, technical work. Underlying
skills in theatre, media and or video productions may be utilized in a wide variety of
areas throughout the City organization.
KEY RESPONSIBILITIES:
Assist in the supervision of staff in the coordination of reservations and room requests for
meeting rooms and auditorium and the scheduling of events and performances.
Recruit, train and schedule hourly staff and contractors.
Participate in stage management of productions when necessary, including setting cues,
making artistic technical decisions, running lighting and sound boards.
Research and recommend equipment purchases, order supplies and equipment and
maintain inventory.
Perfonn the technical and complex tasks of the work unit including producing, directing,
shooting and editing audio and video productions.
Prepare, take and display photographs through various manual and computerized
methods.
Operate a variety of audio-visual equipment such as broadcast video camera, still camera,
waveform monitor, vector scope, audio board, linear and non-linear editors.
Provide audio, photographic and video support for library and city sponsored activities
and events.
Provide network support for production room audio and video equipment.
Execute meeting room, video or theater production set-ups.
Execute administrative functions associated with production and assume roles as
production positions dictate.

Continue development of technical expertise in the packages used on the City’s systems.
Instruct staff in the use and care of equipment.

OUALIFICATIONS :

Create basic timeline with simple effects in a non-lineaddigital environment.
Perform basic switching function on program and effects bus.
Lead and direct a basic 3-camera shoot utilizing appropriate crew instruction.
Correctly set, adjust and monitor audio levels.
Execute 3-point lighting set-up for basic interview, field and studio setting.
Execute basic production set-up to include camera, audio, switching, audio and
graphics equipment.
Execute routine administrative functions associated with production and assume

EXPERIENCE AND EDUCATION:
Any combination equivalent to the experience and education that could likely provide the
required knowledge and abilities is qualifying. A typical way to obtain the knowledge
and abilities would be:
Equivalent to an associate’s degree from an accredited college or university or
equivalent coursework at a technical or vocational school, in theater, video
production, communications or Computer Science
and
Two years of progressively responsible related experience that includes use of
production and presentation equipment.
PHYSICALMENTAL DEMANDS AND ENVIRONMENTAL SETTING:
While performing the duties of this class, an employee is regularly required to sit for
extensive periods at a computer or to perform editing of audio or video systems or
material; stand for extended periods of time while utilizing a variety of cameras; transport
themselves to various city locations and facilities; lift or carry up to 50 lbs of equipment
independently as well as tables and chairs; push and pull carts to move equipment; reach
overhead for supplies and to mount cameras; kneel or crouch to take photos or video and
to install equipment; occasionally work at heights to place lighting, cameras and sound
equipment. Specific vision abilities required by this job include close vision and the
ability to adjust focus to read and operate camera equipment as necessary during the

course of the work assignments. Required from time to time to take photographs from
aircrafthelicop ters.
While performing the duties, employees of this class are regularly required to use
communication skills; read and interpret financial and statistical data, information and

detailed work on multiple, concurrent tasks; work under intensive deadlines; and interact
