ITEM EXPLANATION: In 1990, State Proposition 1 1 1 was passed by California voters and it established a requirement that urbanized areas prepare and regularly update a Congestion Management Program (CMP). The purpose of the CMP is to monitor the performance of our transportation system, develop programs to address near-term and long-term congestion, and better integrate transportation and land use planning. The approved CMP roadway system includes all State highways and principal arterials. In Carlsbad, the CMP arterial network consists of El Camino Real, Palomar Airport Road, and Rancho Santa Fe Road. SANDAG is the designated Congestion Management Agency (CMA) for the San Diego region. They must develop, adopt and regularly update the CMP, which includes six specific components. SANDAG, local jurisdictions, and transportation operators (i.e., Caltrans, NCTD, MTDB, etc.), then must implement and monitor the CMP. Six basic elements are required by current law to be included in a CMP. The six elements are: 0 Roadwav Monitorinq - Designate a CMP roadway system, establish a level of service standard for the system, and monitor congestion levels against the standard. Multi-modal Performance Measures - Establish performance measures to evaluate the region's multi-modal transportation system. 0 0 Transportation Demand Management - Establish a transportation demand management element that promotes alternative transportation strategies. 0 Land Use Impact Analvsis - Establish a program to analyze the effects of local land use decisions on the CMP transportation system. 0 Capital Improvement Proqram - Prepare a capital improvement program of projects that maintain or improve the performance of transportation systems. Deficiencv Plan - Prepare a plan of remedial actions when the roadway level of service standard is not maintained on the designated CMP roadway system. SANDAG's role as the Congestion Management Agency for the San Diego region under State law places responsibility for overall development of the CMP under their jurisdiction. This includes preparing guidelines for use by other responsible agencies and ongoing program monitoring. Other responsibilities include, but are not limited to, CMP roadway system definition, transportation performance monitoring and analysis, regional computer modeling, capital improvement program development, and co-lead responsibility (along with local agencies) for preparing arterial roadway Deficiency Plans. 0 I Page 2 of Agenda Bill No. l7 321 Local agencies are responsible under CMP legislation for collecting and reporting CMP arterial traffic data, preparing Deficiency Plans (co-lead responsibility with SANDAG) where required, and implementing the CMP Land Use Analysis Program. Specific responsibilities of local agencies include: 0 0 0 0 0 0 0 0 0 0 0 Collecting and reporting CMP arterial traffic monitoring volume data and traffic signal timing information Co-lead responsibility (along with SANDAG) for preparing arterial Deficiency Plans Assisting in the preparation of freeway and conventional highway Deficiency Plans Adopting and implementing Deficiency Plans Developing and implementing smart growth strategies to manage congestion. Implementing the CMP Land Use Analysis Program Using traffic impact studies guidelines Monitoring private developer efforts to mitigate new development impacts Review and comment on CMP-related transportation studies Review and comment on strategies to manage congestion Proposing projects to manage congestion (capital improvement program) Caltrans, NCTD/MTDB, the San Diego Air Pollution Control District, and private sector developers each have specific responsibilities in the CMP process. A summary of various agency CMP responsibilities is indicated on Exhibit 1. One of the most significant aspects of the Congestion Management Program is to monitor the performance of the region's transportation system. At a minimum, the CMP Level of Service (LOS) standard cannot be below LOS "E" or the LOS in place when the CMP system was originally designated, whichever is the lower standard. For Carlsbad, the arterial roadway CMP LOS standard is "E". Under current procedures, CMP roadway monitoring is conducted every two years consistent with the legislative requirement. When preparing the 2002 CMP update, SANDAG used traffic data from 2001 that was provided by local agencies. SANDAG then calculated the level of service and reported the results in the 2002 CMP update. For the CMP arterials, local agencies submitted traffic and roadway system data to SANDAG that was then used by SANDAG to calculate the LOS. It is expected that the methodology used to calculate the CMP LOS will be modified for the 2004 CMP update. SANDAG uses the Highway Capacity Manual (HCM) computer software to calculate the arterial Level of Service (LOS). Using the HCM methodology, the three Congestion Management Program arterials in Carlsbad were identified as operating at LOS F in the peak hour. SANDAG and Carlsbad will have co-lead responsibilities to develop the Deficiency Plan and the cities of Vista, Oceanside, and Encinitas will be responsible to participate in its development. One of the objectives of a Deficiency Plan is to further evaluate the reasons why a roadway segment is not meeting the minimum CMP LOS standard. Additionally, the Deficiency Plan will identify improvements necessary to bring the roadway segment up to the minimum CMP LOS standard and to improve its multimodal performance and to improve air quality. The Land Use Analysis Program component of the CMP is an information-sharing process. The goal is to improve communication between public agencies, private entities and the general public with respect to the impact of new development on the CMP system. It will provide a consistent methodology for examining CMP system impacts in an Environmental Impact Report (EIR). This will aid local jurisdictions in determining when mitigation is recommended, and what mitigation strategies are most appropriate. SANDAG will review all EIR's in the region with respect to the CMP and the enhanced California Environmental Quality Act (CEQA) review requirements. Page 3 of Agenda Bill No. 17,321 The focus of the Land Use Analysis Program is on strategies to identify and to address future congestion resulting from new development. Smart growth strategies can be a potential mitigation measure. Existing congestion will be addressed through ongoing roadway monitoring and the preparation of Deficiency Plans. The SANDAG approach in meeting the CMP land use impact element requirements consists of: 0 Enhanced CEQA project review 0 Project mitigation resources 0 0 Regional modeling consistency Preparation and dissemination of project design guidelines The 2002 Congestion Management Program Update will provide agencies with Transportation Demand Management (TDM) strategies to reduce congestion and increase mobility. The TDM strategies proposed by SANDAG are voluntary. A CMP Capital Improvement Program developed by SANDAG is to program improvements needed to address deficiencies identified through ongoing transportation system monitoring and through the CMP land use analysis program and deficiency plan efforts. Finally, the CMP will also evaluate the performance of the region’s transit service and evaluate transit service levels within the CMP transit corridors as well as travel speeds, and ridership. RESOLUTION NO. 2003-251 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, FINDING THE CITY OF CARLSBAD TO BE IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP) IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089. WHEREAS, the San Diego Association of Governments ("SANDAG"), acting as the Congestion Management Agency for San Diego County, adopted the 2002 Congestion Management Program on January 24,2003; and WHEREAS, the adopted CMP requires that SANDAG biennially determine that the County and cities within the County are in conformance with the CMP requirements; and WHEREAS, the adopted CMP requires each local agency to self-certify that they are meeting all applicable CMP conformance requirements. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct.
