RECOMMENDED ACTION:
Adopt Resolution No. 2003-252 accepting the construction of Palomar Airport Road and La Costa Avenue Drainage Improvements, Project Nos. 3865 & 3690, as complete, and directing the City Clerk to
record a Notice of Completion and release bonds in accordance with State Law and City Ordinances.
ITEM EXPLANATION:
On February 4, 2003, J. Fletcher Creamer & Son, Inc. was awarded a contract in the amount of $208,925 for
the construction of Palomar Airport Road and La Costa Avenue Drainage Improvements, Project No. 3865.
During the course of the project, Public Works Maintenance and Operations staff discovered three locations
near La Costa Avenue and Torrejon Place that required immediate storm drain repairs. In order to expedite
the needed repairs, staff recommended and City Council approved an additional change order in the amount
of $138,000 to the existing contract (AB 17,155; RES0 2003-115), as well as an additional $9,660 for
Construction Management and Inspection costs. This additional funding of $1 47,660 came from two
sources, and was broken down as follows: $80,000 from the Capital Improvement Project No. 3690, and
$67,660 from the General Capital Construction Fund. The additional construction costs are reflected as part
of the construction contingency in the table below.
J. Fletcher Creamer & Son, Inc. completed all drainage improvement work on July 15, 2003, including the
three additional storm drain repairs that were discovered. City staff has inspected the drainage improvement
work and found it to be satisfactory. Staff recommends formal acceptance of the improvements by the City
Council.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, NOTICE OF COMPLETION FOR THE
CONSTRUCTION OF PALOMAR AIRPORT ROAD AND LA COSTA
AVENUE DRAINAGE IMPROVEMENTS, PROJECT NOS. 3865 &
WHEREAS, the construction of the Palomar Airport Road and La Costa Avenue Drainage
mprovements was completed to the City's satisfaction by J. Fletcher Creamer & Son, Inc. on July
15,2003; and
WHEREAS, the formal project Notice of Completion has been prepared; and
WHEREAS, all project costs have been established to date.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
Zalifornia, as follows:
1. That the above recitations are true and correct.
2. That the construction of Palomar Airport Road and La Costa Avenue Drainage
mprovements, specifically identified as Project Nos. 3865 & 3690, are deemed complete and are
iereby accepted by the City Council of the City of Carlsbad.
3. The City Clerk of the City of Carlsbad is hereby authorized and directed to execute
md record the Notice of Completion for the construction of Palomar Airport Road and La Costa
{venue Drainage Improvements, Project Nos. 3865 & 3690.
4. That the City Clerk is directed to release all bonds on Project Nos. 3865 & 3690 in
iccordance with State Law and City Ordinances.
