RECOMMENDED ACTION:
Receive presentation and consider action on the request from the Agua Hedionda Lagoon
Foundation that the City Council financially support the development of the Discovery
Center in the amount of $80,000.

The City Council provides an opportunity for citizens and organizations to have an item
placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a
letter (Exhibit 1) from Julie Nygaard, a citizen of Carlsbad, requesting that the City Council
receive a presentation from the Agua Hedionda Lagoon Foundation regarding their request
that the City provide financial support to assist in the development of the Discovery Center,
in the amount of $80.000.
FISCAL IMPACT:
The request is for a contribution $80,000.

Dear Mayor Lewis and Council;
The Agua Hedionda Lagoon Foundation (Foundation) thanks you for including our
request for hnds in your 2003-3004 budget process, as requested in our earlier Ietters of
May I and May 27,2003 to you.
We are now soon to open our doors and we need your help. You will note by the
enciosed Discoven; Center Sources and Uses of Funds to Reach Occupancv spreadsheet,
that the Foundation has raised almost $425,000, but we are still approximately $160.000
short of our hnding requirements. We are requesting $80,000 From the City in the form
of matching hnds. In anticipation of receipt of those hnds, we have been pursuing
matching fbnds from other agencies and private sources, and are confident thai we can
obtain such funds. Your contribution and the matching funds wiII insure that the
Foundation has sufficient hnds to open our doors in a timely manner.
We will be happy to meet with you at your earliest convenience, and may be contacted at
