Rm HD. w CITY ATTY. @/ CITY MGR- RECOMMENDED ACTION: Introduce Ordinance No. NS-674 Cannon Road from Paseo del Norte to El Camino Real. to establish a prima facie 50 mile per hour speed limit upon ITEM EXP LAN AT10 N : Cannon Road is designated as a major arterial on the Circulation Element of the General Plan and has a design speed of 50 miles per hour. Cannon Road is a four-lane divided roadway built to City standards. On April 30, 2003, Cannon Road was opened to traffic between Faraday Avenue and frost Avenue. With the opening of this road segment, the public can now travel the length of Cannon Road from Carlsbad Boulevard to El Camino Real. The portion of Cannon Road from Paseo del Norte to Faraday Avenue has been used by the traveling public for about three years and has a posted speed limit of 45 miles per hour. Over the years, land uses along this corridor have changed, traffic volumes have increased, the roadway length has increased, and intersection configurations have changed. As a result, the critical speed on Cannon Road has increased. Speed surveys indicate critical speeds of 52 and 53 miles per hour in several locations along Cannon Road from Paseo del Norte to El Camino Real. Sections 22357 and 22358 of the California Vehicle Code authorize local authorities to establish a prima facie speed limit on the basis of the results of an Engineering and Traffic Survey. The Engineering and Traffic Survey considers such factors as the number of collisions that have occurred on the road segment, roadway features, adjacent land uses, driveway locations, traffic volumes, pedestrian volumes, critical speed, horizontal and vertical alignment, stopping sight distance, and conditions that may not be readily apparent to the driver. At their meeting on September 8, 2003, the Traffic Safety Commission considered the results of the Engineering and Traffic Survey to establish a prima facie speed limit upon a portion of Cannon Road. The Commission recommended by a 4-0 vote to establish a 50 mile per hour prima facie speed limit upon Cannon Road from Paseo del Norte to El Camino Real. This raises the existing 45 mile per hour speed limit between Paseo del Norte and Faraday Avenue to 50 miles per hour and establishes a prima facie 50 mile per hour speed limit upon the segment of Cannon Road from Faraday Avenue to El Camino Real. The current version of the Engineering and Traffic Survey is on file in the office of the City Traffic Engineer. FISCAL IMPACT: Installing 14 speed limit signs on Cannon Road between Paseo del Norte and El Camino Real will cost about $1,750. EXHl B ITS: 1. Location Map. 2. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AMENDING TITLE 10, CHAPTER 10.44, OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION 10.44.380 TO ESTABLISH A PRIMA FACIE 50 MILE PER HOUR SPEED LIMIT UPON CANNON ROAD FROM PASEO DEL NORTE TO ITS INTERSECTION WITH EL CAMINO REAL. The City Council of the City of Carlsbad, California, hereby ordains as follows: SECTION 1: That Title 10, Chapter 10.44, of the Carlsbad Municipal Code is amended by the revision of Section 10.44.380 to read as follows: "1 0.44.380 Cannon Road: a. Upon Cannon Road from Carlsbad Boulevard to its intersection with Paseo del Norte, the prima facie speed limit shall be thirty-five miles per hour. b. Upon Cannon Road from Paseo del Norte to its intersection with El Camino Real, the prima facie speed limit shall be fifty miles per hour."
