ENG I RECOMMENDED ACTION: CITY ATTY. CITY MGR.X& Adopt Resolution No. 2003-263 Drainage Improvements, Project No. 3839. awarding the construction contract for Sunnyhill Drive ITEM EXPLANATION: The project consists of the installation of a storm drain inlet structure and approximately 125 feet of reinforced concrete pipe on Sunnyhill Drive near the intersection of Tamarack Avenue. The proposed improvements will capture runoff along the western side of Sunnyhill Drive. A current overlay project on Sunnyhill Drive will allow runoff on the eastern side of the street to flow down Sunnyhill Drive and eventually into the Tamarack Avenue storm drains. The Engineer’s estimate for construction was $50,000. City Council authorized advertisement for bids on May 6, 2003. On July 9, 2003, six sealed bids were received as follows: Staff has determined that the lowest responsive and responsible bidder is Don Hubbard Contracting Company. All bid documents submitted by Don Hubbard Contracting Company have been reviewed by staff and found to be in order. Staff recommends that the City Council award the construction contract for Project No. 3839 to Don Hubbard Contracting Company. ENVl RON M ENTAL REV1 EW: This project is categorically exempt from the environmental review process under Section 15301 Class 1 (c) of the Public Resources Code (California Environmental Quality Act). WHEREAS, on May 6, 2003 the City Council of the City of Carlsbad, California, authorized the advertisement for bids for the construction of Sunnyhill Drive Drainage Improvements, Project No. 3839 in Agenda Bill #17,156 and Resolution No. 2003-1 16; and WHEREAS, the Engineer’s Estimate for construction of Project No. 3839 was fifty thousand dollars ($50,000); and WHEREAS, six sealed bids were received on July 9, 2003 by the City of Carlsbad for the construction of Sunnyhill Drive Drainage Improvements, Project No. 3839; and WHEREAS, all bid documents received from all bidders have been reviewed in detail and the City Council does hereby find that the lowest responsible and responsive bidder, Don Hubbard Contracting Company, did submit a bid in the amount of $43,301; and WHEREAS, there are sufficient appropriations to construct the Sunnyhill Drive Drainage Improvements, Project No. 3839; and WHEREAS, Subsection 3.28.1 72(c)(l) of the Carlsbad Municipal Code authorizes the City Manager to approve change orders in the amount equal to the contingency set at the time of the bid award. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the bid of $43,301 submitted by Don Hubbard Contracting Company for Sonstruction of Sunnyhill Drive Drainage Improvements, Project No. 3839, is accepted and the Mayor is hereby authorized and directed to execute a contract therefor. 3. That the City Manager is authorized to approve change orders in the amount of 613,000 for Project No. 3839. 4. The City Manager may grant reasonable extension of time.
