APPROPRIATION OF $80,000 IN MATCHING GRANT AB# 17,349
RECOMMENDED ACTION:
Adopt Resolution No. 2003-272 appropriating $80,000 in matching grant funds from
Council’s contingency fund to the Agua Hedionda Lagoon Foundation for the completion of
the Discovery Center.
ITEM EXPLANATION:
On September 23, 2003, the Agua Hedionda Lagoon Foundation (AHLF) made a
presentation to the City Council requesting $80,000 from the City to provide the financial
support to assist in the completion of the Discovery Center.
Council approved the allocation of $80,000 in matching grant funds to the AHLF and asked
staff to return with the appropriate documents. The attached resolution will appropriate the
funding and authorize a matching grant to the AHLF. The AHLF will be required to show that
they have received an equal amount of funds from other sources in order to obtain the grant
funds as well as meeting the following requirements:
0 All matching funds must be from sources other than the city of Carlsbad.
0 Fundraising revenue (net of fundraising expenses) will be consider for match.
Matching funds cannot be the same as those used to match other City grants.
Matching funds must be received by the AHLF between September 23, 2003 and
September 30, 2004 and be intended for completion of the Discovery Center.
In addition, the AHLF will be required to sign an agreement which will contain the following:
0 AHLF will have appropriate legal title and interest in Discovery Center property.
0 Proper permits to build the building and carry out its use will have been obtained.
0 A final report on how the grant funds were spent will be filed with the City once the
funds are spent.
Original records (receipts) must be maintained for two years and made available to the
City should they be requested to audit them.
These requirements are similar to those imposed on other grants awarded by the City
Council in the past.
FISCAL IMPACT:
The adoption of the resolution will appropriate $80,000 from Council’s contingency account in .. . the General fund. The Council’s contingency account has $2.3 million available.

RESOLUTION NO. 2003-272
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, APPROPRIATING
$80,000 IN MATCHING GRANT FUNDS TO THE AGUA
HEDIONDA LAGOON FOUNDATION FOR THE
COMPLETION OF THE DISCOVERY CENTER.
WHEREAS, the Agua Hedionda Lagoon Foundation is in need of financial assistance for
the completion of the Discovery Center: and
WHEREAS, the Agua Hedionda Lagoon Foundation made a presentation to the City
Council requesting an $80,000 grant to assist in the completion of the Discovery Center; and
WHEREAS, the City Council approved the request with the requirement that the funding
be matching funds.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the Carlsbad City Council hereby authorizes the Finance Director to appropriate
$80,000 from the Council’s contingency account.
3. That the Finance Director is authorized to disburse said amount on a matching basis
to the Agua Hedionda Lagoon Foundation for the completion of the Discovery Center.
4. That the the AHLF will be required to sign an agreement which will contain the
following:
AHLF will have appropriate legal title and interest in Discovery Center property.
Proper permits to build the building and carry out its use will have been obtained.

the funds are spent.
