ITEM EXPLANATION:
The Rancho Santa Fe Road project consists of the widening and realignment of approximately 2.3 miles of Rancho Santa Fe Road from La Costa Avenue to Melrose Drive. The project will be
constructed in two phases: Phase 1, from La.Costa Avenue to San Elijo Road; and Phase 2,
from San Elijo Road to Melrose Drive. Rancho Santa Fe Road is identified in the General Plan as a
prime arterial. Improving the road to meet prime arterial standards is necessary at this time to meet
Growth Management Standards for the southeast area of Carlsbad. Improvements include widening the road from two lanes to six lanes, realigning the road generally to the east, and replacing the
bridge structure at the San Marcos Creek crossing. Benefits of the project include
reduced congestion, improved traffic flow, and increased safety for travelers on the road.
Additionally, this project will improve a vital link in the North County region’s roadway network.
Phase 1 , currently under construction, includes widening and realigning approximately 1.7 miles
from La Costa Avenue to San Elijo Road. The plans and construction documents for Phase 2 will
complete the remaining 0.6 miles of Rancho Santa Fe Road to Melrose Drive and includes the following:
Two new bridges over San Marcos Creek, one for northbound and one for southbound traffic
Full-width pavement
Outside curb and gutter and median curbs
Realignment of Melrose Drive to intersect with Rancho Santa Fe Road approximately 400 feet
northerly of its current intersection
Extension of Corintia Street to intersect with the realigned Melrose Drive
Approximately 4,200 linear feet of 16-inch, 24-inch and 30-inch diameter recycled water
pipelines
Approximately 2,300 linear feet of 12-inch, 14-inch, 16-inch, 20-inch and 27-inch diameter
potable water pipelines
Relocation of two pressure reducing stations for potable water
Approximately 3,100 linear feet of 8-inch and 24-inch diameter sewer pipeline

Road North, Phase 2 project.

ROAD 1 RECYCLED I POT. I
Several of the utilities that will be constructed with this Project will be installed through a
reimbursement agreement with various agencies and property owners. These reimbursement
agreements are in the final stages of review and will be brought forth to the City Council for approval
prior to awarding the contract for this Project. The City is currently coordinating agreements with the
Vallecitos Water District and Morrow Development. In addition, the Carlsbad Municipal Water
District will fund the upsizing of a 12-inch diameter recycled water pipeline to a 24-inch diameter
pipeline and the construction of a 30-inch diameter recycled water pipeline through the Phase II
Recycled Water Project program, which is receiving State and Federal grants and loans.
The Carlsbad Municipal Water District, through an existing agreement with the Vallecitos Water
District, is responsible for a 59.5% share of the replacement cost of the 27” potable water pipeline
and the relocation of a pressure reducing station. The replacement of these facilities was not
planned for in the CIP. Therefore, Carlsbad Municipal Water District needs to appropriate their
share of the pipeline and pressure reducing station cost from the water replacement fund.
State grants have been authorized by the appropriate agencies. Caltrans has issued an advanced
construction authorization on behalf of the Federal Highway Administration (FHWA). The advanced
construction authorization means that Carlsbad can proceed to construct the project using local
funds, however, reimbursement of eligible costs from Regional Surface Transportation Program
(RSTP) and Highway Bridge Repair and Replacement (HBRR) funds would be made once the State
receives additional Federal funding authorization. The RSTP and HBRR funds require matching
funds, which will be paid for from CFD#2.
For the recycled water pipelines State Water Resources Control Board (SWRCB) has approved the
plans and specifications for the upsizing of a 12-inch diameter recycled water pipeline to a 24-inch
diameter pipeline and the construction of a 30-inch diameter recycled water pipeline and the
BUREC is providing a 25% grant.
The Engineer’s Estimate for the construction contract for Phase 2 is $14.3 million and is included in
the Construction, Inspection, Materials Testing & Public Relations line of the Project Cost Summary
shown above and will be funded with a combination of CFD#l, CFD#2, Federal and State Grants,
the CMW D water replacement fund, reimbursements from other agencies and developers. Sufficient
funds from CFD#l and CFD#2 were appropriated with the 2003-04 CIP.

ENVIRONMENTAL:
The City Council, at their meeting on June 2, 1992, passed Resolution No. 92-152 certifying
EIR No. 91 -1 for both Phase 1 and Phase 2 of the Rancho Santa Fe Road project, The City Council,
at their meeting on April 25, 2000, passed Resolution No. 2000-128 approving Addendum No. 2 to
the final EIR No. 91-1 for Rancho Santa Fe Road. This EIR covers the realignment and widening of
Rancho Santa Fe Road from La Costa Avenue to Melrose Drive.
All permit and mitigation requirements have been met. Per the Habitat Conservation Plan,
a qualified biologist has been retained to monitor the adjacent habitat during construction. Per the
requirements of the California Department of Fish and Game (CDFG) 1601 permit, a habitat
mitigation plan has been prepared based on the conceptual plan approved by CDFG and will be
implemented at the end of construction.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ADOPTING THE PLANS AND
SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR
BIDS FOR CONSTRUCTION OF RANCHO SANTA FE ROAD
NORTH, PHASE 2, PROJECT NOS. 3907,3887 AND 3923.
WHEREAS, the City Council of the City of Carlsbad, California has determined it
necessary and in the public interest to adopt plans and specifications, and to authorize publishing
and advertising for bids for construction of Rancho Santa Fe Road North, Phase 2, Project Nos.
3907,3887 and 3923; and
WHEREAS, there are sufficient funds available in the project account for completion of
this project; and
WHEREAS, plans and specifications for the construction of Rancho Santa Fe Road North,
Phase 2, Project Nos. 3907, 3887 and 3923 have been prepared by the engineering staff, are
incorporated herein by reference and are available for review in the Engineering Department: and
WHEREAS, plans and specifications for the construction of Rancho Santa Fe Road North,
Phase 2, Project Nos. 3907, 3887 and 3923 have been authorized for advanced construction by
the California Department of Transportation on behalf of the Federal Highway Administration.
Reimbursement for eligible construction costs may be made once the State has received
additional Federal funding authority; and
WHEREAS, plans and specifications for the construction of Rancho Santa Fe Road North,
Phase 2, Project Nos. 3907, 3887 and 3923 have been approved by the Federal Bureau of
Reclamation to receive reimbursement for construction costs associated with the recycled water
pipelines that will be constructed in conjunction with the roadway project; and
WHEREAS, based on the City Council approved Environmental Impact Report and
3ddendums thereto and the approved Habitat Conservation Plan for the road realignment and
Nidening, there will be no additional significant effect, not analyzed therein, and no new or
3dditional mitigation measures are required for Phase 2, Project No. 3907, 3887 and 3923;
,herefore no new environmental document is required.

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the plans, specifications and cost estimate submitted by the engineering staff
for the construction of Rancho Santa Fe Road North, Phase 2, Project Nos. 3907, 3887 and 3923
are hereby adopted.
3. That the City Clerk is hereby authorized and directed to publish in accordance with
State law, a Notice to Contractors Inviting Bids for the construction of Rancho Santa Fe Road
North, Phase 2, Project Nos. 3907, 3887 and 3923 in accordance with Section 3.28.080 of the
Carlsbad Municipal Code and the plans, specifications, contract documents referred to herein.
PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council

THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS AND APPROPRIATION OF FUNDS

NORTH, PHASE 2, PROJECT NOS. 3907,3887, AND 3923.
WHEREAS, the Board of Directors of the Carlsbad Municipal Water District (CMWD) has
determined it necessary and in the public interest to adopt plans and specifications, and to
authorize publishing and advertising for bids for construction of Rancho Santa Fe Road North,
Phase 2, Project Nos. 3907,3887 and 3923; and
WHEREAS, there are sufficient funds available in the project account for completion of the
recycled water pipelines in this project; and
WHEREAS, replacement of the 27-inch water pipeline and pressure reducing station was
not planned for in the Capital Improvement Program. Therefore, it is necessary to appropriate the
estimated cost of $558,000 from the water replacement fund to cover this cost; and
WHEREAS, plans and specifications for the construction of Rancho Santa Fe Road North,
Phase 2, Project Nos. 3907, 3887 and 3923 have been prepared by the engineering staff, are
incorporated herein by reference, and are available for review in the Engineering Department; and
WHEREAS, plans and specifications for the construction of Rancho Santa Fe Road North,
Phase 2, Project Nos. 3907, 3887 and 3923 have been authorized for advanced construction by
the California Department of Transportation on behalf of the Federal Highway Administration.
