RECOMMENDED ACTION: Adopt Resolution No. 2003- 291 appointing one member to the Traffic Safety Commission. ITEM EXPLANATION: Robert Mertz has resigned from the Traffic Safety Commission leaving an unexpired term. The vacated term expires July, 2005. Other members of the Traffic Safety Commission are: James Courtney, Gordon Cress, Jerome Schall and Steve Dorsey.. EXHIBITS : 1. She specializes in distributed generation (DG) projects including site surveys, engineering design, managing the installation and facilitating permitting and regulatory compliance. As a member of the CPUC Rule 21 committee, she is familiar with the technical and testing requirements for interconnection with a public utility within the state of California. SELECTED ACCOMPLISHMENTS Proiect Management Currently acting as primary in installation of Beta co-gen project requiring co- ordination of DTE, SDG&E and Sodexho-Mariott. This included: a feasibility study of the customer's rate schedules, heat load and electrical load, negotiating contract between the parties, scheduling work flow as to minimize down time on a 24 hour business, selecting contractors and engineering upgrades to existing infrastructure. 0 As Project Manager, streamlined installations for DG sites by creating procedures and identifying critical points in the installation process. ABB- Catalyst Power As the on-site engineer at powerhouse construction, supervised up to 60 electricians Wesfinghouse Power Generation Division As a full time faculty member for the Department of Electrical Engineering, honed skills in verbal and written communication and worked with diverse groups of people. California State University-Sacramento As Electrical Engineering Manager, created budgets and scheduling for three concurrent projects, directed resources between R&D projects, production, sales and field support, worked directly with wafer processing site engineers and other OEM's to assure SEMI S2 (semi-conductor safety standard) compliance after integration of equipment, and contributed to the creation and revision of design procedures for IS0 9000 certification Ebara Technologies Enaineerina and Desiqn As lead engineer, created specifications, schematics, layouts, assembly drawings and bills of material for production and installation of enclosed stand alone DG/UPS. Developed and performed test procedures to prove Y compliance to Rule 21 for utility interconnect, worked with utilities in facilitating interconnect application and local governments in procuring air quality permits and building permits. After installation, studied reliability of 24i7 units. City involvement included fund raising for Downtown Improvements and volunteering for the Placer Food Closet. For my church, I have served on three vestries for a period of 8 years and taught Sunday School. . Professionally, I acted as the minority advisor for California State University School of Engineering after receiving training for the State of California Investment in People Program. I am currently sitting on the California Energy Commissions committee to write the standard for private parties to connect to the electrical grid. Since moving to Carlsbad, I have focused my activities around my son's school. I have completed two terms serving as the President of the Parents Association, and volunteering as tutor. AODlTlONAL INFORMATION The subject of my research for my dissertation was longitudinal control of vehicles on an automated highway. This included traffic studies by UC Berkeley and CalTrans. Consequently, I am aware of some of the latest advancement in traffic control. I am truly sorry to be leaving the City which has impressed me as the best managed community I have had the pleasure to inhabit. Seding on the TSC has been a pleasure, especially with the guidance and support of Bob Johnson, a very competent and pleasant public servant, and his staff.
