The North Batiquitos Interceptor Sewer extends from El Camino Real north of Batiquitos Lagoon to the railroad right-of-way north of Poinsettia Lane. The Avenida Encinas Sewer is a portion of the North Batiquitos Interceptor which lies south of Poinsettia Lane in and near Avenida Encinas, as shown on Exhibit “1.” In response to localized odor problems and deterioration of the Avenida Encinas pipeline’s access holes, plans and specifications for the project have been developed to include the replacement of three (3) deteriorated access holes, as well as other sewer pipeline system improvements and repaving approximately 71 5 lineal feet of Avenida Encinas near its intersection with Loganberry Drive. The material specified for the replacement access holes was selected for its high corrosion resistance, which will provide increased life expectancy of the Avenida Encinas interceptor. The pipeline system improvements include the construction of approximately 150 lineal feet of 12-inch diameter air jumper pipeline, which will eliminate any trapped sewer gasses (hydrogen sulfide) by conveying them downstream along with the wastewater for treatment at the Encinas Wastewater Authority’s treatment facility. The improvements will also reduce sulfuric acid attack (caused by hydrogen sulfide) on the access holes of the sewer. The improvements described above are proposed to eliminate any localized odor problems in the area, and significantly increase the life expectancy of the access holes in the Avenida Encinas Sewer.
On August 12, 2003 through the adoption of Resolution No. 2003-215, Council approved plans and authorized the advertisement for bids for the Avenida Encinas Sewer Rehabilitation. The Engineer’s Estimate for the construction of the project was $184,324. Four (4) bids were received on October 9, 2003, which are summarized on Table 1.
With a bid of $169,118, staff has determined that Zondiros Corporation is the lowest responsive bidder. All bid documents provided by Zondiros Corporation are in order. Therefore, staff recommends that the City Council award this project contract to Zondiros Corporation.

The total estimated cost of the project for the Avenida Encinas Sewer is $248,870. The project will be funded from the Sewer Operations Fund ($190,870) and the Gas Tax Component of the Pavement Management Fund ($58,000). Sufficient funds are available for the completion of this project.

ENVIRONMENTAL REVIEW:
The proposed rehabilitation work is exempt from CEQA California Code of Regulations
Section 15301 (d) ("restoration or rehabilitation of deteriorated or damaged structures, facilities,
or mechanical equipment.. . ."). Therefore, the project satisfies the requirements to be determined
exempt under Section 15301 (d), and a Notice of Exemption will be filed by the Planning Director.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, ACCEPTING BIDS AND AWARDING
THE CONTRACT FOR THE REHABILITATION OF THE
AVENIDA ENCINAS SEWER.
WHEREAS, inspection of the Avenida Encinas Sewer, has identified the need to replace
three (3) access holes due to their deteriorated condition along with other improvements which will
eliminate local sewer odors and increase the life expectancy of the sewer; and
WHEREAS, in addition to the sewer improvements the project includes repaving
approximately 71 5 lineal feet of Avenida Encinas near its intersection with Loganberry Drive; and
WHEREAS, on August 12, 2003, the City Council approved plans and specifications for
the Avenida Encinas Sewer Rehabilitation; and
WHEREAS, The proposed rehabilitation work is exempt from CEQA under Government
Code Section 1 5301 (d) ("restoration or rehabilitation of deteriorated or damaged structures,
facilities, or mechanical equipment.. ."); and
WHEREAS, a Notice of Exemption has been filed by the Planning Director for the Avenida
Encinas Sewer Rehabilitation; and
WHEREAS, staff has determined Zondiros Corporation submitted the lowest responsive
and responsible bid on the project; and
WHEREAS, the bid submitted by Zondiros Corporation, of $169,118 is below the
engineers cost estimate of $1 84,324; and
WHEREAS, the total estimated cost for the project is $248,870; and
WHEREAS, sufficient funds are available in the project accounts.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad,
California, as follows:

Encinas Sewer Rehabilitation, is accepted and the Mayor is hereby authorized to execute a

3. That the City Manager is hereby authorized to approve construction change orders

4. That the award of this contract is contingent upon Zondiros Corporation executing
