REQUEST TO MAKE A PRESENTATION FROM THE LA
COSTA KNOLLS NEIGHBORHOOD REGARDING THE
DEVELOPMENT OF A WALL ALONG THE EASTERN
EXTENSION OF LA COSTA AVE.

Receive presentation from the La Costa Knolls Neighborhood.
ITEM EXPLANATION :
The City Council provides an opportunity for citizens and organizations to have an item
placed on a City Council Agenda by submitting a letter to the City Manager. Attached is a
letter (Exhibit 1) from Bob Wells, member La Costa Knolls Neighborhood, requesting the
opportunity to make a presentation to the City Council regarding their request that the City
construct a wall along the eastern extension of La Costa Ave.

Dear Mr. Patch@:
At the request of the City Council, we are sending this letter to you regarding the
La Costa Avenue extension and its adverse impad on the La Costa Knolls
neighborhood. We are seeking City action to mitigate the sight, sound and safety
impacts caused by the new road aml adjacent walkway.
As was expressed to the Council at the October 7,2003 Council meeting, the new
roadway is within 150 feet ofthe existing La Costa Knolls homes. The elevation of the roadway is essentially at the same level and, in some cases, above the
elevation of the existing La Costa Knoll homes. As such, motorists and
pedestrians have a full-unobstructed view from La Costa Ave. into the backyards
and windows of these existing homes. Them is valid m for the safety of our
families, since anyone on La Costa Ave. would have a direct view of any activity in
our yards and homes. Them are numerous young children in our neighborhood.
There is nothing to prevent someone from 'casing" our homes by simply walking along the new La Costa sidewalk Not only do the motorists and pedestrians have an unobstructed view of our properties, but we also have to contend with the
sound and noise they produce. Traffic and road noise, voices and other such
noises are heard clearly and directly in the yards and homes in the existing neighborhood. In addition, caf headlights shine directly into the existing homes,
particularly from the new streets that intersed the La Costa Ave. extension.
We would also like to remind you and Council that these issues we raised at
Planning and Council meetings before this project was approved. Though our
speaking time was limited, our voiced concerns are on record. Major Lewis
suggested to us that he would review the transcripts of the meeting.
We cannot find an example in our area where a roactway has been built that did
not also indude a wall or walls to shield the existing neighborhood from the
impads ofthe new road. The expanded Rancho Fe Road toward San Marcos
provides for sound and sight walls for the existing homes. The La Costa Valley
development built protective walls for the Santa Fe Ridge homes. A fence was
built protect the Gfeystone development from La Costa Ave. (just east of Rancho
Santa Fe Rd.). Not surprisingly, the new homes in the new La Costa Oaks
development have did wall protection from the new La Costa roadway. why was our neighborhood neglected? We am extremely concmed and ask that
conective actioh be taken.

We are requesting that the city build a solid wall westerly from the new
recreational center along the south side of La Costa Avenue. City staff needs to
look into resolving this issue as soon as possible as continued cosmetic additions
are being added by the La Costa Oaks developer to the roadway and hillside,
