City Council schedule a public hearing on December 2, 2003, regarding the proposed use of Department of Justice Local Law Enforcement Block Grant funds to support various police department functions, and adopt Resolution No. 2003-304. ITEM EXPLANATION: The City of Carlsbad’s application for funding under the US Department of Justice Assistance Fiscal Year 2003 Local Law Enforcement Block Grants Program was approved in the amount of $34,408. These one-time funds can be used only to enhance, and not replace, law enforcement budgets and must be spent within two years from the receipt of the grant. The federal funds may not exceed 90 percent of the total program costs. The City must provide at least 10 percent of the total program cost in cash. It is recommended that these matching funds come from the police asset forfeiture fund. In addition, any interest earned must be added to the project and spent for project purposes. With a block grant award of $34,408, the cash match must be $3,823; estimated interest is $1,500 for a total program-funding amount of $39,731 for eligible projects/programs. The police department is requesting that the following appropriations be made: $32,038 for the partial funding of the replacement and reconfiguration of communications workstation equipment for the new computer-aided dispatch system; and $6,193 for North County Drug Court support for the treatment of non-violent drug offenders; plus an additional $1,500 estimated interest earned for miscellaneous related expenses. These proposed expenditures comply with the requirements of the grant. As required by the regulations for the funding, an advisory committee must make recommendations to the City Council on the projects proposed for funding under the subject block grant. The Carlsbad Advisory Board met on November 12, 2003, and recommended City Council approval of staffs proposed expenditures. A public hearing must be held regarding the proposed use of the funds and must be held prior to the obligation of the funds. Staff is recommending that the City Council set a public hearing to accept public testimony on the proposed expenditures. FISCAL IMPACT: The total program cost is $39,731; $34,408 would come from the block grant award. The required cash match of $3,823 would be appropriated from the police asset forfeiture fund. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council of the City of Carlsbad has set a public hearing for Tuesday, December 2,2003, to accept comments on the proposed projects recommended by staff and Advisory Board for funding consideration under the US Department of Justice Assistance Fiscal Year 2003 Local Law Enforcement Block Grants Program. PASSED, APPROVED AND ADOPTED at a regular meeting of the Carlsbad City Council held on the 18th day of November, 2003 by the following vote, to wit: AYES: Council Members Lewis, Finnm Kulchin, Hall and Packard ATTEST: (SEAL) CITY OF CARLSBAD US Department of Justice Local Law Enforcement Block Grant Notice of Public Hearing The citizens of Carlsbad are hereby notified that Carlsbad’s City Council will hold a public hearing on Tuesday, December 2, 2003, at 6 p.m. in the Council Chambers located at 1200 Carlsbad Village Drive to accept public comments and consider for approval: 1) the acceptance of US Department of Justice Local Law Enforcement Block Grant funds; and, 2) appropriating the funds to support various law enforcement functions. The City of Carlsbad’s application for funding under the US Department of Justice Assistance Fiscal Year 2003 Local Law Enforcement Block Grants Program was approved in the amount of $34,408.
