Prevention Specialist, revising the classification descriptions for Associate Engineer and Assistant
Engineer; and amending the General Employees’ Salary Schedule.

Consistent with the City’s practice to periodically review pay levels, Human Resources reviewed the salary
market among comparable classifications in other San Diego County public agencies to ensure our salaries
remain competitive. Staff completed comprehensive market studies of the Engineering Series, Human
Resources Technician and Crime Prevention Specialist and reviewed the classification descriptions with
management. As a result, staff recommends the following salary reallocations and classification description
revisions for Council’s approval:

The above reallocations represent adjustments for 24 employees in the Engineering, Human Resources and
Police Department. Increases for individual employees range from 3% to 10% with the average increase
being 4.5%. The proposed salary ranges will position the classifications at an elevated level within the
marketplace congruent with the City’s compensation practices.
Staff recommends adding the preferred special requirement of Registered Professional Engineer to the
Associate Engineer classification specification and the Engineer-in-Training Certificate to the Assistant
Engineer classification specification to elevate requirements that support higher level responsibilities
currently being performed by the majority of Associate and Assistant Engineers. The higher level
responsibilities include, coordinating consultants’ work and administrative communications, and supervising
the day-to-day project requirements.
Staff has met and conferred with the Carlsbad City Employees’ Association regarding the changes to the
General Employees’ Salary Schedule as shown in Attachment A and the classification descriptions shown in
Attachments B and C.

FISCAL IMPACT:
12-2-03
The estimated annual salary and benefit cost for the reallocation adjustments is approximately
$65,000 annually. The costs to fund these salary range reallocations will be included in the 2004-2005
recommended budget. The estimated $37,713 required to fund the adjustments for the remainder of this
fiscal year will be absorbed in the current budgets.

RESOLUTION NO. 2003-308
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, REALLOCATING SALARY RANGES;
REVISING CLASSIFICATION DESCRIPTIONS; AND AMENDING
THE GENERAL EMPLOYEES’ SALARY SCHEDULE.
WHEREAS, the City Council desires to pay competitive salaries for comparable positions
in the job market; and
WHEREAS, a market survey has been undertaken to determine competitive salaries in San
Diego County for the subject classifications; and
WHEREAS, it is necessary to reallocate the salary ranges in a number of general employee
classifications to ensure competitive wages in the market; and
WHEREAS, it is desirable and necessary to revise classification descriptions to accurately
reflect jobs being performed; and
WHEREAS, it is necessary to amend the General Employees’ Salary Schedule to reflect the
above changes; and
WHEREAS, the City and the Carlsbad City Employees’ Association have met and conferred
on the impacts of these recommendations on their represented employees;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad,
California, as follows:
1. That the above recitations are true and correct.
2. That the reallocation of salary ranges as described in Attachment A attached hereto and
made a part thereof, are hereby approved.
3. That the City Council hereby adopts the revised classification descriptions for Associate
Engineer and Assistant Engineer as shown in Attachments B and C - attached hereto and made a
part thereof.

reflecting the above changes is hereby approved.

CLASS SPECIFICATION
JOB TITLE: ASSOCIATE ENGINEER
DEPARTMENT:
BASIC FUNCTION:
Under general direction, perform difficult field and office civil and traffic engineering
work in the design, construction and maintenance of public works facilities; to supervise
and coordinate public works projects and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS:
This is the journey level class for professional civil engineering work in the design and
construction of streets, sidewalks, water and sewage facilities, drainage structures, traffic
control devices, and other public capital projects.
KEY RESPONSIBILITIES:
(These are representative duties and the emphasis on certain duties will vary depending
on the job assignment.)
Supervise and coordinate project management activities involving municipally sponsored
capital works projects.
Work with private developers and engineers to interpret City policies and ordinance
requirements, review plans, and coordinate the work involved in privately sponsored
residential, commercial and industrial projects.
Review plans, maps, specifications, estimates, and other work for accuracy, presentation,
and conduct inspection as appropriate to assure conformance with established engineering
practices, laws, policies and ordinances.
Propose and review legal descriptions, subdivisions and easement agreements and other
documents relating to public improvements.
Calculate and collect fees and issue permits.
Perform field inspection of public works construction projects.
Represent the City in the community and at professional meetings as required.
Assist in the preparation and administration of the engineering meetings as required.

Assist in the preparation and administration of the engineering division budget.
Coordinate engineering-related activities with other City departments and divisions, and
outside agencies.
Supervise, train, and evaluate assigned staff.
QUALIFICATIONS:

EXPERIENCE AND EDUCATION:
Any combination of experience and education that would likely provide the required
knowledge and abilities is qualifjmg. A typical way to obtain the knowledge and abilities
would be:
Experience:
Two years of progressively responsible professional work experience in the field
of civil engineering.
Education:
Equivalent to a bachelor's degree from an accredited college or university with
major course work in civil engineering.

BASIC FUNCTION:
Under general supervision, to perform responsible types of professional civil and traffic
engineering office and field work in the design and construction of public works, the
review and plan checking of construction projects and the analysis and design of utility
and traffic system requirements; and to do related work as assigned.
KEY RESPONSIBILITIES:

on the job assignment.)
Assist in conducting preliininary studies of engineering projects and help prepare plans
for public improvements such as streets, storm drains, sewers, water works, and other
public projects.
Assist in the review of plans, maps specifications, estimates and other work for accuracy,
presentation and conformance with established engineering practices, City policies and
ordinances.
May act as chief of a survey crew. Running transit and keeping notes.
Make calculations in surveying and other construction work.
Inspect a variety of public works construction projects performed by contractors for
adherence to plans and specifications.
Test completed systems.
Make final recommendations to higher authority regarding the acceptability of
construction work.
Prepare and review reports and records.
Perform office-engineering work such as making maps, drawings, tracings, profiles,
tabulation field data, designing elementary engineering structures and preparing
specifications, contracts, and other documents.

May conduct studies and analysis of engineering aspects of City planning activities.
OUALIFICATIONS :
KnowledPe of:
Engineering mathematics, physics, drawing and instrument of the profession.
Principles and practices of engineering field and office practices. Use of drafting
and surveying
Instruments and other engineering aids.
Abilitv to:
Communicate clearly and concisely, orally and in writing.
Read and interpret plans and specifications.
Understand and follow oral and written directions.
Establish and maintain cooperative relationships.
EXPERIENCE AND EDUCATION:
Any combination of experience and education that would likely provide the required
knowledge and abilities is qualifjrlng. A typical way to obtain the knowledge and abilities
would be:
Equivalent to a bachelor’s degree fiom an accredited college or university with
major work in civil engineering and one year of experience performing
professional or paraprofessional civil engineering - civil related work.
DESIRABLE SPECIAL REQUIREMENT:
Possession of an Engineering-in-Training certificate.
