HomeMy WebLinkAbout2003-12-09; City Council; 17397; Submersible Pumps for Cannon Road Lift StationAPPROVALOFPURCHASEOF LIFT STATION PROJECT NO. 3583 VITG. 12/09/03 SUBMERSIBLE PUMPS FOR THE CANNON ROAD RECOMMENDED ACTION: Adopt Resolution No. 2003-317 from Liquid Handling Systems, Project No. 3583. approving the purchase of three Flygt submersible pumps ITEM EXPLANATION: The Cannon Road Lift Station project is a 3.2 million gallon per day sewer pump station, which will complete the last remaining segment of Phase 2 of the South Agua Hedionda Interceptor Sewer System. Bids for the lift station construction are currently being solicited and will be opened in early to mid-December. Construction of the Cannon Road Lift Station project is consistent with the City’s Sewer Master Plan and is necessary to meet Growth Management objectives. The pumps for the Cannon Road Lift Station project are being purchased separately from the construction contract in order to maintain greater control of the quality of the product and the schedule for delivery. The pumps procured for this project will be the largest submersible wastewater pumps in the City of Carlsbad. In accordance with Section 3.28.050 of the Municipal Code, a Notice to Bidders was mailed to six vendors. On October 14, 2003, three responses were received, opened, witnessed and recorded. In accordance with the Municipal Code, the bids were evaluated on a Best Value basis. The criteria used in the best value evaluation included life cycle cost, responsiveness and completeness of submittals, performance history and reliability of equipment, and proximity of the manufacturer’s service facility. Two bidders included exceptions to the terms and conditions of the bid. The exceptions would alter provisions regarding liquidated damages, liability and prompt delivery of the equipment. As a result, these two bids were determined to be non-responsive and the bids were rejected. The third bidder, Liquid Handling Systems, can supply submersible pumps manufactured by Flygt Corporation, which meet or exceed the technical requirements of the bid document. Flygt pumps achieved high marks in all categories, have an exceptional history of quality and reliability and are considered by staff to be the best value. Staff recommends that Council award this project to Liquid Handling Systems. The total cost for the three submersible pumps is $146,638 including sales tax. FISCAL IMPACT: Funding for the Cannon Road Lift Station project is provided from sewer benefit area fees collected by the City from development projects, which are tributary to the South Agua Hedionda Sewer Basin. Unencumbered funds are available in the account for the purchase of the pumps. EXHIBITS: 1. Location Map. 2. WHEREAS, the City of Carlsbad wishes to purchase three submersible pumps for the Cannon Road Lift Station project; and WHEREAS, Section 3.28.050 of the Carlsbad Municipal Code provides that materials and services costing over thirty thousand dollars must be obtained through formal bidding procedures; and WHEREAS, bid proposals were submitted by three vendors and the bid of Liquid Handling Systems was determined to be the best value to the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the Purchasing Officer is hereby authorized and directed to issue a purchase order to Liquid Handling Systems, 1441 Village Way, Santa Ana, CA 92705 in the amount of $1 46,638, including sales tax for Project No. 3583.
